The proposed increase of parking fees in Jakarta up to Rp 5,000 indicates there is something wrong with Jakarta's parking system.
The main problem is the low annual revenue of Rp 6 billion, well below the targeted Rp 11 billion.
The cause for the shortage in revenues may be ascribed to the non-issuance of tickets by parking attendants in exchange for the payment of parking fees.
I suggest that a system of coupons be introduced for parking. In other words parking should be paid in coupons and not in cash. This system would minimize corruption. Each person submitting a coupon would contribute to the revenue of the Jakarta Administration.
A strategic place to sell coupons is a gas station. If the coupon system is to succeed, it must be accompanied by adequate salaries for parking attendants.
