Papua Revenue Agency Offers 30% Incentive for Out-of-Province Vehicle Registration

The Regional Revenue Agency (Bapenda) of Papua is providing incentives of up to 30 percent for vehicles with out-of-province licence plates as part of an effort to encourage owners to transfer and re-register their vehicles in Papua.

Head of Bapenda Papua, Subhan, stated in Jayapura on Thursday that the policy is part of the local government’s strategy to improve taxpayer compliance while strengthening locally generated revenue.

“This incentive is specifically for vehicles with non-Papua plates so that they can be immediately transferred to Papua,” he said.

Subhan expressed hope that the public would take advantage of this opportunity to obtain tax relief while supporting orderly vehicle administration. He noted that the incentive is expected to increase interest among out-of-area vehicle owners to register their vehicles in Papua, thereby ensuring that vehicle tax contributions are recorded locally.

Subhan explained that in addition to the 30 percent incentive for out-of-province vehicles, Bapenda Papua is also implementing other policies, such as exemption from vehicle title transfer fees and the elimination of late tax payment penalties. He added that the programme is part of the local government’s efforts to optimise revenue amid changes to the fiscal structure and the increased authority of regency and municipal governments in managing vehicle tax.

He urged the public to take advantage of the programme before the policy period ends, adding that the policy is also expected to strengthen the motor vehicle database in Papua, enabling more accurate and effective revenue planning in the future.
