PANRB Minister: Not All Civil Servants Can Become Military Reserve Components

Jakarta (ANTARA) – The Minister of State Apparatus and Bureaucratic Reform (PANRB), Rini Widyantini, stated that not all state civil servants (ASN) in Indonesia can become reserve components (Komcad). “Not all ASN employees can become Komcad. There are requirements stipulated in the law, and even the Ministry of Defence has quotas. So, not everyone can. There are requirements,” said Rini at the PANRB Ministry building in Jakarta on Tuesday (24 February). She further explained that even if an ASN volunteers to become a Komcad, they must still meet certain requirements. “For volunteers, if they don’t meet the requirements, they can’t,” she said. On the other hand, she said that if the ASN meets the requirements to become a Komcad, they will be required to participate in training for about 30-45 days. Meanwhile, she said that the participation of ASN as Komcad has been encouraged by the PANRB Ministry in Circular Letter of the PANRB Minister Number 27 of 2021 concerning the Role of ASN Employees as Komcad in Supporting National Defence Efforts. The circular was signed by Tjahjo Kumolo, who was the Minister of PANRB at the time. “Indeed, there was a circular letter from the PANRB Minister in 2021. I forgot the number. I remember that the minister at that time was the late Mr. Tjahjo Kumolo. So, Komcad is part of the participation related to defending the country,” she said. Previously, on 31 January 2026, the Minister of Defence, Sjafrie Sjamsoeddin, confirmed that as many as 4,000 ASN from ministries/agencies in Jakarta would be involved as Komcad. The Minister of Defence said that these ASN employees are around 18-35 years old and will be involved in various basic military training programmes. On 10 February 2026, the Deputy Minister of Defence, Donny Ermawan Taufanto, said that the basic training for 4,000 ASN would likely be carried out in April 2026. Meanwhile, on 11 February 2026, the Chief of Staff of the Indonesian Army (KSAD), General Maruli Simanjuntak, stated that the Indonesian Army is ready to facilitate education for these 4,000 ASN.
