PAN Rejects KPK Proposal to Limit Party Leaders to Two Terms
The Central Executive Board (DPP) of PAN has rejected the Corruption Eradication Commission (KPK)’s proposal to limit the tenure of party general chairmen to a maximum of two terms.
PAN Deputy Chairman Saleh Partaonan Daulay stressed that the tenure of the general chairman is the prerogative of political parties.
“It could be one term. It could be two terms. It could be three, and so on. Of course, each has its reasons to support each option,” Saleh said when contacted on Thursday (23/4).
The Chairman of Commission VII of the House of Representatives reminded the KPK not to interfere and meddle in the internal technicalities of parties. According to him, political parties are political institutions that have AD/ART as guidelines and the internal legal basis for their activities.
“Regarding the general chairman, let it be decided internally. If everyone agrees to more than two terms, that’s fine. If there is a desire for limitations, that’s good too. The important thing is that it is included in the AD/ART so it can serve as a legal foundation,” he stated.
Golkar’s Stance
Meanwhile, Golkar Party Secretary General Muhamad Sarmuji has not yet issued a firm stance on the KPK’s proposal to limit the general chairman’s tenure to only two terms.
However, according to Sarmuji, what is more important for the party at present is internal democracy to ensure a healthy internal climate and prevent power from being concentrated in one person.
“What is more important is the presence of internal democracy that ensures the party’s processes run healthily so that power does not only rest with one person,” he said.
The KPK’s proposal on party chairmen’s tenure is contained in the 2025 annual report released by the KPK’s Monitoring Directorate. In the report, the KPK proposes improvements to governance for several government institutions and strategic programmes, including political parties.
Specifically for improvements in political parties, the KPK issued a total of 16 points of recommendations for improvement, one of which is to limit the general chairman’s tenure to only two terms. In addition, there are recommendations for parties to improve the curriculum for education and cadre development.
