PAN: Ideal Parliamentary Threshold is 0 Percent
JAKARTA - Deputy General Chairman of the National Mandate Party (PAN), Viva Yoga Mauladi, believes that the ideal parliamentary threshold should be set at 0 percent.
“The ideal parliamentary threshold is 0 percent,” Viva told Kompas.com on Monday (11/5/2026).
Nevertheless, Viva considers the proposal to adjust the parliamentary threshold according to the number of parliamentary working bodies (AKD) as a viable alternative.
According to him, this proposal is important to prevent political fragmentation.
Viva continued that raising the parliamentary threshold would result in a larger portion of the national valid vote being unable to be converted into seats.
The loss of votes for parties that fail to enter parliament due to not meeting the threshold is also deemed unfair.
Therefore, PAN is advocating for the parliamentary threshold to be lowered.
Viva added that the reason for raising the threshold—to simplify the party system and prevent fragmentation in the DPR—is considered fabricated.
According to him, dynamics in the DPR are normal as a way to prevent horizontal conflicts in society.
He stated that various societal issues can be managed in the DPR if there is representation from diverse parties.
