PAN Does Not Object to 5% Parliamentary Threshold, Zulhas: There Must Be Mutual Agreement
The Chairman of PAN, Zulkefli Hasan (Zulhas), does not object to the 5 per cent parliamentary threshold. He emphasised that PAN does not dispute the size of the parliamentary threshold if it is agreed upon by all coalition parties.
“Yes. We are in a coalition with friends from Gerindra and others. What matters to us is deliberation for consensus,” said Zulhas at JICC Senayan on Friday, 18 September 2026.
Zulhas further mentioned that PAN is a party that prioritises a sense of kinship. Therefore, the determination of the parliamentary threshold does not need to become an issue.
“We operate on the principles of kinship and mutual cooperation; whatever is agreed upon, we will follow. This includes the parliamentary threshold. However, there must be a mutual agreement. That is all. That is the most important thing,” he concluded.
Previously, the Deputy Speaker of the House of Representatives (DPR RI), Sufmi Dasco Ahmad, spoke regarding the meeting of political party chairmen concerning the parliamentary threshold.
Dasco explained that the meeting was merely in the brainstorming stage to align initial views before the discussion of the Election Law revision is conducted by the factions in the DPR.
“So, the meeting of the party chairmen is only a brainstorming session regarding the preparations for the discussion of the election law that will be carried out by the factions in the DPR,” Dasco told reporters at the Parliament Complex, Senayan, Jakarta, on Thursday, 17 September 2026.
He added that the inter-party discussion process will continue alongside the discussion of the Election Law, which is expected to be a lengthy process. Therefore, the various results emerging from the initial meeting cannot yet be called a collective decision.
“This brainstorming is only in the early stages and will continue so that the discussions by the factions in the DPR can proceed smoothly,” he said.
Dasco also emphasised that no specific figure was established during the meeting regarding the parliamentary threshold. He noted that the 5 per cent figure previously mentioned by Gerindra Secretary-General Sugiono was one of the results of discussions, rather than a final decision.
