PAN Agrees to Strengthen Training for Regional Head Candidates to Prevent Corruption Raids
PAN Vice Chairman Viva Yoga Mauladi has agreed with the statement made by Minister of Home Affairs Tito Karnavian, suggesting that political parties must strengthen training for cadres before they are nominated as regional heads. Viva stated that serious preparation is necessary for potential candidates.
“PAN agrees with the view of the Minister of Home Affairs, Mr Tito Karnavian, that party schools and briefings for regional head candidates need to be seriously strengthened. There must be an understanding of governance, regional budget (APBD) management, procurement of goods and services, official ethics, and aspects of state administrative law that must be understood before they take office,” Viva told reporters on Friday (31/7/2026).
Viva noted that the frequent occurrence of sting operations (OTT) is related to personal integrity, capacity, and the understanding of regional heads regarding governance policies. He mentioned that this is also linked to the political system and the leadership regeneration process within political parties.
“Regarding governance policies, PAN believes that aspects of transparency, digitalisation of public services, effective internal supervision, the strengthening of APIP (Internal Government Oversight), as well as compliance with recommendations from the BPK, BPKP, KPK, and oversight from netizens and the public must be strengthened to narrow the space for deviations,” he said.
He stated that PAN is committed to fully supporting President Prabowo Subianto’s agenda in building the government. Corruption eradication, he added, must be carried out consistently, objectively, and without discrimination.
“According to PAN, politics should be an instrument to bring about welfare, not a path to the abuse of power. In addition to strengthening integrity and regeneration, we also need to continue pushing for improvements in the political ecosystem, including more transparent and accountable political financing management,” he expressed.
He noted that corruption eradication should not only focus on enforcement but also on evaluating the root causes of the problem systemically.
“For PAN, corruption eradication efforts will be more effective if they do not only focus on individual enforcement, but also on fixing systemic factors that can increase the risk of corruption occurring,” he added.
Previously, Tito Karnavian requested that political parties strengthen party schools and train regional head candidates before they are endorsed in regional elections (Pilkada). He also proposed that political parties strengthen the regeneration process before nominating candidates.
“This is being prompted. We leave it to the lawmakers, whether it is through the Regional House of Representatives (DPRD); it is not prohibited by the Constitution. It only requires amending the Regional Election Law. Our Constitution only states that they are elected democratically. Democracy can be direct or via representation,” Tito said at the DPR on Thursday (30/7).
“But leave it to the (lawmakers) who may need to consider my opinion, that these are the parties whose party schools are truly strengthened,” Tito continued.
Tito suggested that every regional head candidate should receive training regarding governance, bureaucracy, and regional financial management. The Ministry of Home Affairs is ready to assist if requested to provide materials.
“To encourage candidates, please create training first before endorsing them. Perhaps technical guidance; we are ready to be invited—the Ministry of Home Affairs, the KPK, or others—so that they understand bureaucracy, how to manage finances, and how to prepare the regional budget (APBD). This is so they are not deceived by their staff,” he said.
