PT Air Minum Jaya (Perseroda) PAM JAYA has officially reopened prequalification for prospective partners in the revitalisation and construction of new water treatment plants (IPA). The move is intended to accelerate the expansion of piped drinking water coverage in DKI Jakarta Province in pursuit of a 100% service target by 2029.

The PAM JAYA Project Cooperation Team for the Revitalisation and Construction of New IPAs announced that this stage follows the previous prequalification held from 29 July to 5 August 2026, which produced only one eligible strategic partner candidate (CMS).

The decision to reopen prequalification refers to DKI Jakarta Governor Regulation Number 7 of 2022, as amended by Governor Regulation Number 48 of 2025, as well as PAM JAYA Board of Directors Decree Number 65 of 2022, as amended by Board Decrees Number 169 of 2022 and Number 217 of 2025 concerning Guidelines for Cooperation Procedures in the Provision of Drinking Water Systems.

The project scope includes the construction of the Condet IPA with a capacity of 1,000 litres per second (lps), utilising raw water from the Ciliwung River to serve South Jakarta and East Jakarta. Additionally, the Semanan IPA will be built with a capacity of 200 lps, drawing raw water from the Angke River via the Duri Kosambi Intake to serve West Jakarta. Total production capacity reaches 1,200 lps, with a target for water uptake commencing in 2028.

The cooperation adopts a build-operate-transfer (BOT) scheme. The strategic partner will undertake financing, construction, operation and maintenance before handing the IPA back to PAM JAYA at the end of the cooperation period. The estimated investment value of the project reaches Rp792.8 billion. Investment returns will be realised through a water charge mechanism covering CAPEX, OPEX and margin components under a take-or-pay (ToP) scheme.

PAM JAYA invites business entities meeting the criteria to participate. These criteria include being an Indonesian or foreign legal entity (which may take the form of a consortium) with a valid business licence; having no conflicts of interest, not being under guardianship, not being bankrupt, not having business activities suspended, not currently facing criminal proceedings, and having disclosed all material disputes.

Furthermore, applicants must submit complete and timely qualification documents; possess sound financial capacity, experience in financing, fulfil tax obligations, and have experience in the construction, operation and maintenance of IPAs.

Registration and collection of prequalification documents opens from 18 August 2026 at 10.00 WIB until 27 August 2026 at 10.00 WIB. Prospective strategic partners must submit a letter of intent and agree to a non-disclosure agreement (NDA) in accordance with PAM JAYA’s format.
