PAM Jaya Officially Becomes a Regional Company, Pramono Demands No Intervention

Jakarta Governor Pramono Anung has urged all parties to refrain from intervening in the management of PT Air Minum Jaya (PAM Jaya) following its official transition to a regional company (Perseroda). He stated that professionalism is key to ensuring the municipal water company’s performance continues to improve.

Pramono made the remarks during the Jakarta Water Hero 2026 event at Jakarta City Hall on Friday. He noted that the change in status provides PAM Jaya with greater flexibility in conducting its business. “Now PAM Jaya’s status is no longer what it used to be. It has now become PT PAM Jaya. Its flexibility is high,” Pramono said.

He emphasised that despite the new corporate form, the separation between the regulator and the operator must remain clear. According to Pramono, PAM Jaya serves as the operator providing clean water services, whilst the Jakarta provincial government, through the Water Resources Agency, acts as the regulator. “I have conveyed that the core principle which must not change is that the separation between the regulator and the operator must be clear and firm. The operator is PAM Jaya, the regulator is the Jakarta Provincial Government,” he stated.

Pramono also reminded all parties not to meddle in the company’s management. He said that from the outset, he had instructed the directors to work professionally without any intervention. “I have said that no one is allowed to intervene in PAM Jaya. Because of that, we are now beginning to see the results,” he said.

According to Pramono, challenges often arise when a company starts to show good performance. He joked that usually, many parties want to claim credit for the success. “The problem is, usually when it starts delivering good results, everyone wants to get involved, everyone wants to feel they contributed to PAM Jaya. I have told the Managing Director and the Chief Commissioner that this must be safeguarded,” he stressed.

Pramono also expressed appreciation for PAM Jaya’s performance, which has managed to book a profit and expand clean water coverage to 82 percent of Jakarta’s residents. He expressed optimism that the target of 100 percent piped water coverage could be achieved by 2029 if the company’s professionalism is maintained. “Professionalism is the keyword if PAM Jaya wants to progress,” he concluded.
