PAM JAYA is preparing a series of strategic measures to strengthen the Drinking Water Supply System (SPAM) infrastructure in DKI Jakarta. The effort is being undertaken to support the acceleration of increasing piped drinking water service coverage to 100% by 2029, in accordance with DKI Jakarta Governor Regulation Number 48 of 2025. One of the steps being prepared is a plan to revitalise and construct water treatment plants (IPAs). The plan includes the revitalisation of the Condet IPA and Muara Karang IPA, as well as the construction of the Semanan IPA and the West Flood Canal 2 (KBB 2) IPA. The four projects are designed to strengthen bulk drinking water processing capacity in Jakarta by utilising several raw water sources, including the Ciliwung River, Angke River, and the West Flood Canal. To follow up on the plan, PAM JAYA has appointed the Consortium of PT Chandra Tirta Karian and PT Krakatau Tirta Industri as the initiating partner. The consortium is prepared to revitalise the Condet IPA and Muara Karang IPA, as well as build the Semanan IPA and KBB 2 IPA along with their supporting facilities in accordance with the feasibility study. As the initiating partner, the Consortium of PT Chandra Tirta Karian and PT Krakatau Tirta Industri holds a right to match. In line with this, PAM JAYA plans to conduct a market sounding or market interest confirmation for the planned selection of a strategic partner for the IPA revitalisation and construction project. The market sounding is being conducted to obtain an initial overview of the interest, input, and potential participation of business entities regarding the planned selection of a strategic partner to be carried out at a later stage. This activity is also part of PAM JAYA’s efforts to ensure that the revitalisation and construction plans for drinking water treatment facilities are prepared more thoroughly, transparently, and in accordance with the drinking water service needs in Jakarta. ‘PAM JAYA is committed to carrying out all stages of the sounding transparently, accountably, and in accordance with the principles of corporate governance and applicable regulations,’ said PAM JAYA President Director Arief Nasrudin. PAM JAYA stated that all information provided in the market sounding activity is still preliminary and indicative. The activity is not intended as an official procurement invitation, offer, commitment, or basis for investment decision-making. Furthermore, the submission of initial interest in the sounding activity is non-binding. The submission of interest also does not create any rights, obligations, commitments, or legal responsibilities for PAM JAYA or the business entity submitting the interest. Information regarding the schedule, location, attendance confirmation procedures, and terms of the market sounding activity will be conveyed through the PAM JAYA website at www.pamjaya.co.id. Interested business entities can monitor further information through the site.
