The Jakarta Provincial Government, together with PAM JAYA, continues to strengthen strategic measures to ensure sustainable clean water availability for Jakarta residents. One such effort is being pursued through discussions on collaboration with Bin Zayed International, an international company with a broad business portfolio in various strategic sectors, ranging from property, energy, construction, information technology, to infrastructure development.

PAM JAYA’s visit to Malaysia is a follow-up to the previous visit by representatives from Bin Zayed International to Jakarta City Hall to meet with the Governor of Jakarta. That meeting opened initial communication channels regarding potential strategic cooperation, particularly in supporting the development of basic infrastructure and urban services in Jakarta.

This collaboration exploration is part of the commitment by the Jakarta Provincial Government and PAM JAYA to accelerate the fulfilment of 100% drinking water service coverage in Jakarta. As a follow-up to the established communication, Bin Zayed International and PAM JAYA signed a Non-Disclosure Agreement (NDA).

The signing of the NDA serves as an initial step to open avenues for data exchange, technical studies, and more detailed discussions on potential cooperation in developing the Drinking Water Supply System (SPAM) in Jakarta.

PAM JAYA’s President Director, Arief Nasrudin, stated that collaboration with various parties is part of PAM JAYA’s strategy to address clean water service challenges in Jakarta.

“The directives from the Governor and Deputy Governor are clear: the fulfilment of basic services for residents must be carried out seriously, measurably, and openly to collaboration. PAM JAYA has a major target to achieve 100% drinking water service coverage in Jakarta. Therefore, we need to build partnerships with partners who have capacity, experience, technology, and long-term commitment,” said Arief in a written statement on Monday (27/4/2026).

According to Arief, PAM JAYA’s challenges lie not only in expanding service coverage but also in efforts to reduce the Non-Revenue Water (NRW) rate. These challenges are increasingly complex because Jakarta is a densely populated city with highly dynamic underground infrastructure.

“Reducing NRW is one of PAM JAYA’s major tasks. In Jakarta, the challenge is not simple due to building density, complex utility networks, and continuously increasing service needs. Therefore, collaboration with various parties, including Bin Zayed International, is important to explore possibilities for technological support, investment, and relevant international experience for Jakarta,” added Arief.

In addition to interest in SPAM development, Bin Zayed International has also expressed attention to Jakarta’s strategic infrastructure development agenda, including potential involvement in the Giant Sea Wall project. This interest aligns with Jakarta’s transformation into a global city that requires large-scale, resilient, and sustainable infrastructure.

PAM JAYA is not only engaging in communication with Malaysian parties. Previously, PAM JAYA has also opened communications with several parties from other countries, including Turkey and Switzerland, to explore opportunities for cooperation, knowledge exchange, and utilisation of the latest technology that can support improvements in operations and the quality of clean water services in Jakarta.

“The signing of the NDA is not merely an administrative formality. It is an entry point to ensure that every cooperation process is carried out professionally, accountably, and based on thorough studies. PAM JAYA will continue to uphold principles of prudence, good governance, and the interests of Jakarta residents as the top priority,” emphasised Arief.

With this collaboration exploration, the Jakarta Provincial Government and PAM JAYA hope to expand strategic collaboration options in clean water provision, strengthening urban infrastructure, and improving the quality of life for Jakarta’s society.

This cooperation is also expected to be part of Jakarta’s steps in building an international network towards a competitive, resilient global city that remains committed to its residents’ basic needs.
