The PALI Regency Government has asserted its readiness to halt the activities of the PT Aburahmi Palm Oil Mill (PKS) in Panta Dewa Village, Talang Ubi District, should it be proven to be operating without the required permits. This stance was stated by the Head of the Investment and One-Stop Integrated Services Agency (DPMPTSP) of PALI Regency, Hj. Rismaliza, SH., M.Si., after acknowledging that as of Saturday (1/8/2026), the operational permit for the mill—which has a capacity of 45 tonnes of fresh fruit bunches (FFB) per hour—has not been issued.

“It is mandatory! We will first coordinate with other departments, as the Civil Service Police Unit (Satpol PP) is responsible for law enforcement and public order,” Rismaliza stated. This declaration follows reports that PT Aburahmi’s mill has been active for approximately one month, despite the DPMPTSP confirming that the company’s operational licence remains unissued.

Rismaliza explained that the company has only recently submitted a letter to the DPMPTSP requesting assistance in processing the operational permit. This application was made after the issuance of the Standard Certificate was hindered by regulatory changes, requiring the company’s account to be facilitated through the Investment Coordinating Board (BKPM) in Jakarta. “The company only recently wrote to us asking for assistance with the operational permit because the Standard Certificate process was affected by changes in regulations. We are currently following up with the provincial authorities, as the matter must be brought to the BKPM in Jakarta,” Rismaliza said via WhatsApp.

While the company has informed the DPMPTSP that current activities are merely trial runs, the agency noted it has no information regarding the duration or the administrative basis of these trials. The fact that factory activities have been ongoing for a month without an operational licence raises significant questions regarding the oversight of industrial activities and the necessity for companies to comply with all licensing requirements once production begins.
