Pakistan has proposed a two-phase plan to end the US-Israel war in Iran and reopen the Strait of Hormuz. Both sides are reportedly considering the framework. Citing Al Jazeera on Monday (6/4/2026), developments regarding the agreement proposal were conveyed by a source to Reuters news agency. Reuters reported that Iran’s Foreign Ministry spokesperson Esmaeil Baghaei acknowledged Pakistan’s diplomatic efforts, which have shared the plan with Iran and the United States to end hostilities. Baghaei added that Iran is focused on its security amid recent attacks from the US and Israel. Previously, a prominent university in Tehran and the South Pars Petrochemical Plant in Asaluyeh were bombed on Monday, killing at least 34 people in Iran. Axios first reported on Sunday that the US, Iran, and regional mediators are discussing a potential 45-day ceasefire as part of a “two-phase agreement” that could lead to a permanent end to the war, citing US, Israeli, and regional sources. The source told Reuters that Pakistan’s army chief, Field Marshal Asim Munir, had held “all-night” contacts with US Vice President JD Vance, Special Envoy Steve Witkoff, and Iranian Foreign Minister Abbas Araghchi. “All elements need to be agreed upon today,” the source said. It added that an initial understanding would be drafted as a memorandum of understanding finalised electronically through Pakistan, as the sole communication channel in the talks. Under the proposal, the ceasefire would take effect immediately, reopening the Strait of Hormuz, with 15 to 20 days given to complete broader resolutions. The agreement, temporarily called the “Islamabad Agreement,” would include a regional framework for the strait, with final face-to-face talks in Pakistan’s capital. The source said the final agreement is expected to include Iran’s commitment not to pursue nuclear weapons in exchange for the lifting of sanctions and the release of frozen assets.
