Padel Court in Kembangan Sealed for Unauthorised Construction on Green Open Space
JAKARTA — An Atlas Padel facility located at Jalan Puri Indah Blok Q, Kembangan Selatan, West Jakarta has been permanently sealed by municipal authorities on Monday, 9 March 2026.
The building was sealed for operating without valid licences and for illegally constructing on land designated as Ruang Terbuka Hijau (RTH), or green open space. The large structure can no longer operate, with a prominent red banner from the West Jakarta Sub-Agency for Culture, Tourism and Recreation (Suku Dinas CKTRP) posted at the entrance announcing the sealing.
The notice states: “This building has been subject to permanent cessation (sealed) for violating Law No. 6 of 2021, Government Regulation No. 6 of 2021, and/or Government Regulation No. 21 of 2021.”
The Atlas Padel logo on the exterior wall has also been covered with black plastic. A marble plaque affixed to the wall near the sealing notice identifies the land as property of the DKI Jakarta Provincial Government, leased to the facility on 24 February 2025 through an agreement with Yayasan Benny Kusuma Bhakti.
West Jakarta Mayor Iin Mutmainnah stated that the sealing is permanent. The facility violated spatial planning regulations by constructing on land that had previously functioned as a public park and should have remained a public garden.
The mayor explained that proper legal procedure was followed, with three written warnings (Surat Peringatan) issued prior to the final order for permanent cessation. When the operator failed to comply with the cessation order, permanent sealing was carried out. The operator had illegally repurposed land that belonged to the provincial government without proper authority.
