Padang City Government Praised as Model for Post-Disaster Recovery
The Post-Disaster Rehabilitation and Reconstruction (PRR) Task Force has monitored the use of additional Regional Transfer (TKD) funds and the construction of permanent housing in Padang City. The city has been recognised as a model for successfully accelerating post-disaster recovery.
The monitoring activity was attended by the Special Staff to the Minister of Home Affairs for Politics and Media, Kastorius Sinaga; the Secretary of the Directorate General of Regional Financial Development at the Ministry of Home Affairs, Horas Maurits Panjaitan; Padang City Regional Secretary Raju Minropa; and other local agency heads.
In the rehabilitation and reconstruction process, the city government has made budget adjustments and is committed to implementing programmes optimally in accordance with laws and regulations. Based on the central PRR Task Force monitoring dashboard, which measures 38 indicators, the progress of post-disaster management in Padang City shows significant and structured advancement.
The quality of Padang City’s management is evident in the construction of permanent housing (huntap) and temporary shelters (huntara). The city, led by Fadly Amran, bears the largest permanent housing construction target in West Sumatra, with more than 500 units, accounting for about a quarter of the total provincial target.
Through planning, land provision funded by the additional TKD allocation of Rp 371.85 billion, and collaboration with the Buddha Tzu Chi Foundation, the permanent housing construction target is progressing. In the Scout Campground area, the government is targeting the construction of 340 permanent housing units. Currently, 39 units are in the final stages of completion and are targeted to be finished by the end of July 2026.
Furthermore, Padang City has demonstrated strong performance in determining and distributing housing waiting funds, effectively distributing social assistance, and implementing programmes for the rehabilitation of paddy fields and river normalisation. The city also showed high solidarity by allocating Rp 5 billion in humanitarian aid to support disaster recovery in three districts in Aceh Province.
This achievement earned the city’s disaster management approach praise from the Minister of Home Affairs, Tito Karnavian. Special Staff to the Minister, Kastorius Sinaga, stated that the planning carried out by the Padang City Government has yielded significant results, both in terms of target achievement and the progress of post-disaster rehabilitation and reconstruction. Secretary of the Directorate General of Regional Financial Development, Horas Maurits Panjaitan, also commended the city’s utilisation of the additional TKD funds, noting that the preparations, including for land acquisition, have been proceeding well.
