Padang Accelerates Use of Additional TKD Funds for Post-Flood Rehabilitation
INFO TEMPO - Padang Mayor Fadly Amran received a visit from the Ministry of Home Affairs monitoring team at the official mayoral residence on Monday, 20 July 2026. The visit was conducted to review and evaluate the implementation of post-flood rehabilitation and reconstruction in Padang.
Padang was one of the areas affected by the flash floods of November 2025. Following the disaster, the capital of West Sumatra Province received an additional Inter-Governmental Transfer (TKD) of Rp 371.85 billion, allocated to support disaster response and mitigation efforts.
“More than Rp 300 billion in returned TKD funds has been earmarked specifically for disaster response and mitigation. And we have already prepared for it — the tenders are starting today,” said Fadly Amran.
The event was also attended by Deputy Mayor of Padang Maigus Nasir, the Minister of Home Affairs’ Special Staff for Politics and Media Kastorius Sinaga, Secretary of the Directorate General of Regional Financial Development at the Ministry of Home Affairs Horas Maurits Panjaitan, Padang Regional Secretary Raju Minropa, Head of the Padang Housing and Settlement Areas Agency Tri Hadiyanto, Head of the Padang Disaster Management Agency (BPBD) Hendri Zulviton, and Head of the Padang Public Works and Spatial Planning Agency Malvi Hendri.
The budget from the additional TKD will be used, among other things, for the construction of temporary housing (huntap), as it concerns the needs of the community. It may also be used for residents who may potentially be relocated due to infrastructure projects carried out by the Ministry of Public Works. Flood control infrastructure development in Padang will adopt an environmentally friendly concept (green infrastructure) and include the construction of large-scale infrastructure.
The monitoring team from the Ministry of Home Affairs also conducted a direct field inspection at the Pramuka Campground area, Balai Gadang Village, Koto Tangah District, Padang. The team, which is part of the Rehabilitation and Reconstruction Acceleration Task Force (PRR), commended the strategic measures taken by the Padang Municipal Government in accelerating post-disaster recovery from the hydrometeorological event.
Beyond temporary housing, the Padang Municipal Government has also proposed the construction of two retention basins based on the master plan that has been prepared as a long-term solution for flood management. However, limited regional budget (APBD) means the project is difficult to realise within a five-year target, so the municipal government hopes to receive support and special attention from the central government.
Nevertheless, Fadly expressed appreciation to the central government for its support through the TKD. He hopes this support will continue, particularly for the needs of community relocation as well as the construction of flood control infrastructure, both green infrastructure-based and large-scale infrastructure.
“We thank the Home Affairs Ministry team for their appreciation, but we also very much hope for TKD support from the central government for the relocation that may be needed, and also for many more infrastructure developments, both green infrastructure and major infrastructure for flood management,” said Fadly.
