Padang Accelerates Use of Additional TKD Funds for Post-Flood Rehabilitation

Padang Mayor Fadly Amran received a visit from the Ministry of Home Affairs monitoring team at the mayor’s official residence on Monday, 20 July 2026. The visit aimed to review and evaluate the implementation of post-flood rehabilitation and reconstruction in Padang City. Padang was one of the areas affected by flash floods in November 2025. Following the disaster, the capital of West Sumatra Province received an additional Transfer ke Daerah (TKD) allocation of Rp 371.85 billion to support disaster management and mitigation efforts. “More than Rp 300 billion of the TKD funds have been returned, specifically for disaster management and mitigation. We have made preparations, and the tenders are starting today,” said Fadly Amran. The event was also attended by Deputy Mayor of Padang Maigus Nasir, Special Staff to the Minister of Home Affairs for Politics and Media Kastorius Sinaga, Secretary of the Directorate General of Regional Finance at the Ministry of Home Affairs Horas Maurits Panjaitan, Regional Secretary of Padang City Raju Minropa, Head of the Padang City Housing and Settlement Area Agency Tri Hadiyanto, Chief Executive of the Padang City Regional Disaster Management Agency Hendri Zulviton, and Head of the Padang City Public Works and Spatial Planning Agency Malvi Hendri. The budget from the additional TKD will be used, among other things, for the construction of permanent housing as it concerns community needs. It may also be used for residents who potentially need to be relocated due to infrastructure projects carried out by centres under the Ministry of Public Works. The flood control infrastructure development in Padang City will adopt an environmentally friendly concept and include large-scale infrastructure construction. The activity was also reviewed directly in the field by the monitoring team from the Ministry of Home Affairs at the Scout Campground Area in Balai Gadang Village, Koto Tangah District, Padang City. The team, which is part of the Task Force for the Acceleration of Rehabilitation and Reconstruction, appreciated the strategic steps taken by the Padang City Government in accelerating recovery following the hydrometeorological disaster. In addition to permanent housing, the Padang City Government has also proposed the construction of two retention basins based on a master plan that has been prepared as a long-term solution for flood management. However, limited regional budget capacity makes the project difficult to realise within a five-year target, prompting the city government to hope for support and special attention from the central government. Nonetheless, Fadly appreciated the central government for providing support through the TKD. He expressed hope that this support could continue, especially for community relocation needs and the construction of flood control infrastructure, both green infrastructure and large-scale infrastructure. “Thank you for the appreciation from the Ministry of Home Affairs team, but we also very much hope for TKD support from the central government for the relocation that may be needed, and also for many more infrastructure developments, both green infrastructure and large infrastructure for handling these floods,” said Fadly.
