P2SK Bill Regulates Danantara's Ability to Issue Special Debt Securities

The Government and Commission XI of the House of Representatives (DPR) have agreed on the key points resulting from the working committee discussions regarding the Bill to amend the Financial Sector Development and Strengthening Law (UU P2SK) Number 4 of 2023.

Finance Minister Purbaya Yudhi Sadewa stated that one specific point within the proposed amendments regulates the issuance of debt securities by Danantara. “In order to mobilise capital to boost the national economy amidst high global uncertainty, this Bill stipulates that the Danantara Investment Agency may issue special debt securities, including patriot bonds and ‘merah putih’ bonds,” Purbaya said during a meeting in the Commission XI DPR room, Jakarta, on Wednesday (3/6/2026).

He explained that the issuance of these special debt securities would be conducted through established risk management strategies, managed professionally, accountably, and based on valid business considerations.

The Chairman of Commission XI, Mukhamad Misbakhun, finalised the agreement after the working committee’s report on the P2SK Bill amendments was approved by all parliamentary factions in Commission XI, alongside the government, represented by Finance Minister Purbaya and Minister of Law Supratman Andi Agtas.

“The eight factions in Commission XI of the DPR have approved the Bill amending Law Number 4 of 2023 regarding P2SK, to be subsequently brought to second-level discussions in the plenary session of the DPR RI for approval as Law,” said Misbakhun.

The Chairman of the P2SK Bill Working Committee, and Deputy Chairman of Commission XI, Mohammad Hekal, read out the primary material and regulations contained within the Bill. “There are 17 key points of material and regulation within the P2SK amendment Bill that have been agreed upon during the working committee discussions,” Hekal noted.

Prior to detailing the 17 key points, Hekal mentioned that the drafting and synchronisation teams have formulated the new law, which will consist of 2 Roman numerals and 10 amendment numbers, totalling 145 articles overall. These articles are the result of a thorough review of the 1,212 items in the Government’s List of Inventories of Problems (DIM), comprising 805 items in the main body and 407 items in the explanations, including several new topics that emerged during the working committee discussions.
