Overview of Palm Oil Products Subject to Mandatory Export Through Danantara
Jakarta, CNBC Indonesia - President Prabowo Subianto has mandated that every export of natural resources (SDA) must pass through a single gateway. He said the policy is intended to monitor and supervise where and how much of Indonesia’s SDA revenue is sold.
The commodities affected by this policy are palm oil, coal, and ferroalloys (iron alloys).
This was revealed when President Prabowo delivered the State of the Nation Address at the 19th Plenary Session of the DPR RI regarding KEM and PPKF RAPBN 2027 in the 19th Plenary Session of the DPR RI for the Fifth Session of the 2025-2026 Year, at the Nusantara Building MPR/DPR/DPD-RI, Jakarta, Wednesday (20 May 2026).
During the occasion, Prabowo announced the issuing of a new Government Regulation (PP) and the formation of a new state-owned enterprise (BUMN) dedicated to exporting commodities.
With the new PP, Prabowo explained, all sales of all SDA outputs, ranging from palm oil to coal to ferroalloys, must go through the government-designated BUMN.
The new BUMN is named PT Danantara Sumberdaya Indonesia.
Trade Minister (Mendag) Budi Santoso, when asked by reporters at the office of the Coordinating Ministry for Economic Affairs in Jakarta, on Thursday (21 May 2026), revealed that preparations were underway for a Ministerial Regulation (Permendag) to govern the export tata niaga policy.
“Automatically (a new Permendag will be issued) about the export of those three commodities. Today it must be completed soon. At the latest by tomorrow, but technically it must be completed today,” he said.
So, which palm oil products will be covered by this mandatory one-door export policy?
As a guide, citing material from the Ministry of Trade (Kemendag) in the Restricted Coordinating Meeting at Ministerial Level on the Economy Portfolio: Discussion on Governance of Exports of Strategic Natural Resources, Thursday (21 May 2026), the new Permendag will be No 26/2024 on the Provisions for Exports of Derived Palm Oil Products.
In the new Permendag on palm oil export provisions, it will contain the Tariff Headings/HS codes of the palm oil products that are subject to export control.
Where the Tariff Headings/HS codes for palm oil exports controlled are based on Permendag No 26/2024 are:
- CPO
- 1511.10.00 - Crude oil
- RBDPO (crude oil for cooking oil)
- ex 1511.90.20 – refined oil
- RBDPL (cooking oil)
ex 1511.90.36 —- packed in containers not exceeding 25 kg net
ex 1511.90.37 —- others, with iodine value of 55 or more but less than 60
ex 1511.90.39 —- others
- UCO (used cooking oil)
ex 1518.00.14 – peanut oil, soybean oil, palm kernel oil or palm oil
ex 1518.00.19 – others
ex 1518.00.32 – from palm oil or palm kernel oil, neutralised, clarified, and deodorised (NBD) or
ex 1518.00.38 – from palm fruit oil or palm kernel oil, other
