Overcoming Jakarta's problems

Jakarta councilors will soon end their term and newly
appointed councilors will take their place.
These new people's representatives bring with them a promise
of an increasingly friendly and human ambience.
It will be a good thing that with the promises voiced during
the election campaign last May, they will work with the people to
make an inventory of unsolved problems to be settled without
delay.
Through this letters column, I would like to ask a few
questions about Jakarta's complex problems and solutions.
Are the complexities related to the mentality of the
administration apparatus and the citizens themselves? It has been
observed that in facing a problem, administration officials act
as if they are beside themselves. They then become fussy. The
problem finally remains unresolved.
What is the right approach to facing such problems?
