Over 32,600 Vulnerable Village Workers in Serang Now Covered by BPJS Employment

The Serang Regency government has provided social security protection to more than 32,600 vulnerable village workers through the 1 Village 100 Workers programme. In partnership with BPJS Ketenagakerjaan, this initiative reinforces the Serang Regency government’s commitment to providing protection for vulnerable workers against socio-economic risks.

Serang Regent Ratu Rachmatuzakiyah stated that the 1 Village 100 Workers programme is a concrete step by the regional government to ensure social security protection for vulnerable worker groups in its territory. ‘This programme is a real effort by the regional government to guarantee the right to a decent basic standard of living for people working in the informal sector,’ she said.

Through Serang Regent Regulation Number 59 of 2025 on the Implementation of the Social Security Programme for Employment, the Serang Regency government ensures that each village provides Work Accident Insurance (JKK) and Death Insurance (JKM) protection to 100 vulnerable workers in its area. The Serang Regency government will continue to strive to increase the coverage of protection for vulnerable workers in line with the region’s fiscal capacity. ‘We hope that what we convey today, this programme can provide benefits, especially for workers in vulnerable groups in the villages,’ she said.

BPJS Ketenagakerjaan’s Director of Membership, Agung Nugroho, appreciated the Serang Regency government’s initiative to collaborate with village governments in expanding protection for vulnerable workers. ‘This programme shows that villages are not only objects of development, but also an important part of providing protection for working communities,’ Agung said.

The Serang Regency government’s efforts to protect vulnerable workers represent a commitment that has been continuously strengthened over time. In 2025, the Serang Regency government provided social security protection to 21,234 neighbourhood and community unit heads, Village Consultative Body (BPD) officials, posyandu cadres, and vulnerable workers through regional budget financing.

Currently, Serang Regency has a potential 752,470 workers. As of the first half of 2026, a total of 337,407 workers, or 44.84 per cent, have been covered by the BPJS Ketenagakerjaan programme. This means there are still around 415,000 workers who have not yet obtained social security protection.

Behind these figures are farmers, fishermen, small traders, daily labourers, drivers, MSME operators, and various other informal workers who work every day to support their families. They have the same right to obtain social security protection when facing the risks of work accidents or death.

The expansion of protection is expected to further strengthen the benefits felt by the community. Throughout the first half of 2026, BPJS Ketenagakerjaan paid out benefits amounting to IDR 273.67 billion to 21,565 beneficiaries in Serang Regency. These benefits include Old Age Security (JHT), Work Accident Insurance (JKK), Death Insurance (JKM), Pension Security (JP), as well as 556 scholarships for participants’ children.

This data shows that social security protection not only provides protection when risks occur, but also serves as an important instrument in maintaining the economic continuity of workers’ families. According to Agung, the collaboration between the Serang Regency government, village governments, and BPJS Ketenagakerjaan is a strategic step towards Universal Coverage of Social Security for Employment (UCJ).

‘We believe the 1 Village 100 Vulnerable Workers programme has the potential to become a national best practice in expanding village-based protection for vulnerable workers,’ Agung said. ‘We hope this movement continues to grow so that more workers are protected and the goal of Universal Coverage of Social Security for Employment in Serang Regency can soon be realised.’
