Outsourcing Project Dominance: Pekalongan Regent Fadia Arafiq's Family Net Rp 19 Billion
JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) has stated that the family of Pekalongan Regent Fadia Arafiq received profits of Rp 19 billion over three years from 2023 to 2026. Asep Guntur Rahayu, Deputy for Enforcement and Execution at the KPK, said that during that year there were inflows to PT Raja Nusantara Berjaya (RNB) amounting to Rp 46 billion sourced from contracts between PT RNB and regional government agencies in Pekalongan Regency. ‘From that money, only Rp 22 billion was used to pay outsourcing employee salaries. The remainder was enjoyed and distributed to the regent’s family, totalling Rp 19 billion or around 40 per cent of the total transactions,’ he said at a press conference at the Merah Putih Building, Jakarta, on Wednesday (4 March 2026).
Not only that, Fadia’s son, Muhammad Sabiq Ashraff (MSA), took profits of Rp 4.6 billion and MHN Rp 2.5 billion. ‘(Fadia’s confidant) RUL, as Director of PT RNB, earned Rp 2.3 billion, and cash withdrawals of Rp 3 billion were made,’ he said.
Moreover, PT RNB dominated the goods and services procurement contracts in Pekalongan Regency in 2025. Specifically, PT RNB secured contracts across 17 Perangkat Daerah, three RSUD hospitals, and one district. Fadia used her position to intervene in the procurement process within the Pekalongan Regency government so that her company would win tenders. Asep said the KPK would detain Fadia Arafiq for the first 20 days from 4 to 23 March 2026. Detention will take place at the KPK’s Merah Putih building branch detention centre. PT RNB operates in the field of service provision and is active as a vendor in the goods and services procurement (PBJ) within the Pekalongan Regency Government. Asep said Muhammad Sabiq Ashraff serves as commissioner of PT RNB and Muhammad Sabiq Ashraff serves as director. Then in 2024, Fadia replaced the position of Director of PT RNB with her trusted associate named Rul Bayatun. After one year of operation, across 2023–2026, PT RNB was found to have secured outsourcing services procurement projects in several Pekalongan Regency regional government units.
