The government is promoting a fundamental shift in the management of civil servants (ASN) through a policy on flexible implementation of official duties, in response to global dynamics. This policy is not merely a change in work location but also a strengthening of the transformation from a physical presence-based approach to a performance achievement-based approach. Through Circular Letter (SE) of the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Number 3 of 2026, effective 1 April 2026, all government agencies will implement a combination of four days work from office (WFO) from Monday to Thursday and one day work from home (WFH) from home or residence according to the ASN’s domicile on Friday. Minister PANRB Rini Widyantini emphasised that this new scheme measures performance achievements based on output and outcome, not the ASN’s work location. Every personnel development official or agency leader is obliged to monitor and supervise their subordinates’ performance targets and ensure the performance reporting system runs effectively. Evaluation of the implementation’s effectiveness must be reported to the Minister of PANRB no later than the 4th of the following month. ASNs who fail to meet performance targets will face disciplinary sanctions in accordance with Government Regulation (PP) Number 94 of 2021. To ensure standardisation of infrastructure and digital security, the Ministry of PANRB continues to coordinate with the Ministry of Communication and Digital (Komdigi), the National Cyber and Encryption Agency (BSSN), and other related agencies. “The regulatory framework is already in place through Presidential Regulation (Perpres) Number 21 of 2023 on ASN Working Days and Hours, which is then detailed in the Minister of PANRB Regulation Number 4 of 2025 on Flexible Implementation of Official Duties in Government Agencies,” explained Rini. Meanwhile, she continued, the digital system and infrastructure are supported by Perpres Number 95 of 2018 on Electronic-Based Government System. Post-pandemic, work flexibility for ASN continues to be applied in various agencies, such as the Ministry of Finance (Kemenkeu), the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas), the State Secretariat Ministry (Kemensetneg), the Ministry of PANRB, as well as local governments (pemda) with WFO, WFH, co-working space, and shift work schemes.
