Otto: Intellectual Property is a Potential Indonesian Asset That Must Be Optimised

Deputy Coordinating Minister for Law, Human Rights, Immigration and Corrections Otto Hasibuan has stated that intellectual property is a significant potential asset for Indonesia that must be optimised. He noted that the country has tended to focus only on natural resources such as nickel and gold. “We have never thought that intellectual property could actually be greater than the natural wealth we have been pursuing,” Otto said during a press conference in Jakarta on Wednesday. He cautioned that optimising this potential cannot be carried out by a single ministry but requires a collaborative effort across all ministries. He therefore appreciated the Ministry of Law for acting as a “locomotive” in driving the utilisation of intellectual property in the country. Minister of Law Supratman Andi Agtas acknowledged that while his ministry is initiating the effort, it cannot work alone. He noted that President Prabowo Subianto consistently urges all ministries to collaborate in working together to achieve national development goals. Supratman expressed hope that the 2026 National Intellectual Property Coordination Forum will produce a document that can be implemented and worked on jointly by all ministries. The document in question is the National Intellectual Property Master Plan for 2027-2036, which aims to maximise Indonesia’s intellectual property potential. “Most importantly, this will become a document in national development planning,” Supratman stated. According to the Global Innovation Index released by the World Intellectual Property Organization in 2025, Indonesia is ranked 55th out of 139 countries. The index uses 80 indicators as parameters and includes approximately 100 clusters. The Minister of Law hopes that the formulation of the National Intellectual Property Master Plan for 2027-2036 will help improve Indonesia’s ranking.
