Otto Hasibuan: Professional Organisation Rules Must Provide Legal Certainty

Deputy Coordinating Minister for Law, Human Rights, Immigration, and Corrections Otto Hasibuan has stated that the regulation of professional organisations must consider the characteristics of each profession and provide legal certainty in accordance with statutory provisions. Receiving an audience from the Central Executive Board of the Indonesian National Nurses Association (DPP PPNI) in Jakarta on Tuesday (14/7), he said the regulation of professional organisations must be able to provide certainty, maintain professionalism, and continue to respect the characteristics of each profession. “Thus, interprofessional collaboration is key to improving the quality of health services,” said Otto, as confirmed in Jakarta on Thursday. He noted that doctors cannot work alone, and neither can nurses. All health workers complement each other in providing services to the community, so the regulations established must be able to strengthen interprofessional collaboration while maintaining the quality of national health services. Meanwhile, PPNI Chairperson Harif Fadhillah conveyed the PPNI’s commitment to continue supporting the government in improving the quality of health services through strengthening the nursing profession, developing competencies, and enhancing the quality of professional organisations. He also presented the PPNI’s views regarding Constitutional Court Decision Number 182/PUU-XXII/2024, which is considered to still require further understanding regarding the regulation of health professional organisations. “We hope that through this audience, constructive communication can be established between the government and professional organisations so that Indonesian nurses can continue to make real contributions to national development in the health sector,” said Harif. PPNI representatives added that regulatory certainty is needed to strengthen the governance of professional organisations through the consistent application of professional standards, quality assurance systems, and codes of ethics to improve the quality of health services. The meeting discussed strengthening regulations for health professional organisations, ensuring organisational governance, and fostering synergy between the government and professional organisations to support professional, accountable, and high-integrity health services. The audience with the PPNI is part of the implementation of the Coordinating Ministry’s coordination function in gathering input from stakeholders as material for cross-ministerial and institutional policy coordination and synchronisation. The activity served as a forum for exchanging views on strengthening the regulation of health professional organisations and will serve as material for coordination and synchronisation in accordance with the duties and functions of the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections in supporting cross-ministerial and institutional policy formulation.
