Ossy Dermawan: Civil Servants Must Be Adaptive, Professional, and Rich in Field Experience

Deputy Minister of Agrarian Affairs and Spatial Planning/Deputy Head of the National Land Agency (ATR/BPN) Ossy Dermawan inaugurated 78 structural officials within the Ministry of ATR/BPN. The inauguration is part of a human resources (HR) reform to build an adaptive, professional, and integrity-driven bureaucracy. The 78 appointed officials consist of eight Primary High Leadership Officials and 70 Administrator Officials. The inauguration and oath-taking ceremony took place at the Prona Hall of the Ministry of ATR/BPN in Jakarta on Friday. Ossy stated that the continuously evolving dynamics of the bureaucracy demand that state civil apparatus (ASN) be able to adapt and deliver their best performance in serving the public. ‘This is important to shape the profile of a bureaucrat who is adaptive, rich in field experience, and capable of viewing public issues from a more holistic perspective,’ said Ossy. According to him, HR reform within the Ministry of ATR/BPN is carried out through three main approaches: tour of duty or job rotation, tour of area or assignment area rotation, and tour of time or term limits. ‘Periodic rotation and promotion of positions not only guarantee system-based professionalism but also serve as a means of developing ASN competence and careers,’ he said. Ossy emphasised that rapid changes cannot be responded to with old working patterns. Therefore, every official is required to continuously improve their competence, possess a new spirit, and be able to make decisions professionally. He also reminded all newly inaugurated officials to maintain integrity in carrying out their mandate. According to him, integrity, dedication, and honesty must be the main foundation in every decision-making process. ‘Use the competence, spirit, professionalism, and new energy you possess to take this organisation further and make a real contribution to the nation and society,’ said Ossy.
