OSS Undergoes Total Overhaul, Rosan Explains Budget Under-Absorption
Jakarta, Beritasatu.com – The absorption of the budget for the Online Single Submission (OSS) system declined last year. However, this was not because development of the business licensing service had halted, but because the government was carrying out a large-scale renewal of the system so that it can integrate with more ministries and agencies.
Head of the Investment Coordinating Board (BKPM) Rosan Roeslani explained that the change was a consequence of the implementation of Government Regulation (PP) No. 28, which came into effect in October 2025.
According to Rosan, the regulation requires OSS to be connected electronically with various ministries and agencies, so the old system needed to be updated comprehensively.
“Since PP No. 28 was issued in October 2025, we have had to integrate OSS electronically with other ministries. That is why the system had to be updated totally so it does not become too heavy,” Rosan said during a joint hearing at the House of Representatives (DPR) in Jakarta on Wednesday (15/6/2026).
He explained that OSS is currently connected with 18 ministries and agencies. The integration process requires an increase in system capacity so that licensing services continue to run optimally.
Rosan acknowledged that the budget for the OSS renewal project was only received in October 2025. The limited time meant the work by the vendor could not be completed on schedule.
As a result, the government had to repeat the tender process, so part of the OSS budget went unabsorbed last year.
“There was indeed a budget that was not absorbed in OSS. That happened because the time available was insufficient, so the procurement process had to be repeated,” he said.
Nevertheless, Rosan stressed that the OSS renewal continues using an alternative financing scheme so the project does not stall.
According to him, the step was taken precisely to improve the quality of OSS services so that investment licensing becomes faster, more efficient, and better integrated.
