OSS Undergoes Total Overhaul, Rosan Explains Budget Under-Absorption

The absorption of the budget for the Online Single Submission (OSS) system declined last year. However, this was not due to a halt in the development of business licensing services, but rather because the government is carrying out a major system overhaul to enable integration with more ministries and agencies. Head of the Investment Coordinating Board (BKPM), Rosan Roeslani, explained that the change is a consequence of the implementation of Government Regulation (PP) Number 28, which came into effect in October 2025. The regulation requires the OSS to be electronically connected with various ministries and institutions, necessitating a complete update of the old system. “Since the enactment of PP Number 28 in October 2025, we have had to integrate the OSS electronically with other ministries. Because of this, the system had to be updated totally so it wouldn’t become too heavy,” Rosan said during a meeting in Jakarta on Wednesday. He explained that the OSS is currently connected to 18 ministries and agencies. The integration process requires an increase in system capacity to ensure that licensing services continue to run optimally. Rosan acknowledged that the budget for the OSS renewal project was only received in October 2025. The limited time meant the work could not be completed by the vendor on schedule. As a result, the government had to repeat the tender process, causing a portion of the OSS budget to go unabsorbed last year. “It is true that there was an unabsorbed budget for the OSS. This happened because the available time was insufficient, so the procurement process had to be repeated,” he said. Despite this, Rosan stressed that the OSS overhaul is continuing using another financing scheme so that the project does not stop. According to him, this step is being taken to improve the quality of OSS services, making the investment licensing process faster, more efficient, and integrated.
