OSS System to Be Strengthened with Blockchain and AI
The Ministry of Investment and Downstreaming/BKPM is continuing to strengthen the Online Single Submission (OSS) system to improve the quality of national investment licensing services. The system’s development will be carried out through the integration of blockchain technology and artificial intelligence (AI).
Minister of Investment and Downstreaming/Head of BKPM, Rosan Perkasa Roeslani, stated that the OSS development was previously delayed because additional budget was only received in October 2025. This condition meant the tender process could not be completed within the remaining implementation time.
According to him, upgrading the OSS system is necessary to support electronic service integration with other ministries and institutions. This step follows the implementation of new policies that expand the scope of investment licensing services.
“So we do have to upgrade. Because if we don’t, our system becomes overloaded. This is in the context of integrating with 18 ministries and other institutions,” Rosan said during a working meeting with Commission XII of the House of Representatives at the Parliament Complex in Senayan, Jakarta, on Wednesday, 15 July 2026.
Rosan explained that the government is currently using maintenance funds to sustain the system while preparing for gradual development. The OSS enhancement programme is designed as a multi-year project.
“What we are doing now is using and integrating the system with blockchain technology and existing AI. So this programme is indeed multi-years,” he stated.
Commission XII member Dipo Nusantara Pua Upa questioned the failure to realise the OSS development budget of IDR 26.46 billion. He noted that the OSS is the backbone of investment services, and the obstacles require an explanation.
“This OSS, the Online Single Submission, is the backbone of investment services, Sir. How could it fail? Who is responsible, and what concrete steps are being taken to ensure this governance issue does not happen again?” he asked.
Rosan affirmed that the OSS development will continue to be monitored to ensure it provides faster, integrated, and adaptive investment services that meet the needs of the business world.
