Rini stated that meeting human resource needs, particularly in the health sector, cannot be viewed merely as an administrative process but as a strategic move to deliver competent, professional, and integrity-driven healthcare workers.

“Healthcare workforce competency development must align with the shift towards promotive and preventive agendas, chronic disease management, telemedicine, AI-assisted diagnosis, and integrated care through continuous training,” Rini said during a meeting with Deputy Health Minister Benjamin Paulus Octavianus at the PANRB Ministry office in Jakarta on Tuesday, 26 May 2026.

Rini explained that current healthcare human resource challenges extend beyond workforce numbers to include civil servant management issues such as distribution, retention, competency development, and synchronising central and regional planning needs.

Moving forward, competency gaps in health transformation must be minimised through strengthened promotive-preventive measures, chronic disease management, community-based services, and digital health technology adoption.

Healthcare human resource management must also involve multiple stakeholders across ministries, local governments, professional organisations, colleges, and educational institutions to ensure coordinated planning, procurement, distribution, and development of the workforce.

In line with President Prabowo Subianto’s directives, the Indonesian Health Ministry is enhancing healthcare quality across the country, especially in remote, border, and island regions (3T), as well as other areas, by improving the capacity and quality of Regional General Hospitals (RSUD).

PHTC is one of three priority programs for the Health Ministry. Deputy Health Minister Benjamin Paulus Octavianus stated that the PHTC aims to accelerate healthcare improvements in underserved areas.

The primary focus is on upgrading infrastructure, facilities, and human resources in regional hospitals. “The Quick Win (PHTC) programme is a tangible first step to ensure communities in remote areas receive healthcare services equal to those in other regions,” he added.
