Optimise Local Revenue, Sidoarjo Regency Accelerates Digitalisation of Parking Payments
Sidoarjo Regency Government is promoting the optimisation of regional own-source revenue (PAD) from the parking sector. One of the steps taken is the gradual expansion of digital parking payments.
Head of the Sidoarjo Regency Transportation Department (Dishub) Budi Basuki stated that the current non-cash payment system using QRIS is only implemented in the Sidoarjo town square area. However, in the future, the scheme will be extended to several other strategic locations.
“For now, it’s only around the town square that uses QRIS, but gradually we will also use QRIS,” said Budi in a written statement on Monday (20/4/2026).
Furthermore, Budi revealed that this year Dishub plans to prioritise the implementation of digitalisation at special parking locations (TKP) such as the GOR Delta.
“This year we (digitalisation) at TKP first, special parking locations. It’s already in the town square, maybe later at the GOR, markets, and such that are easier,” he said.
Budi explained that regulation-wise, parking management in Sidoarjo already has a legal basis through Regional Regulation (Perda) Number 17 of 2019. In addition, rules regarding the sharing of incentives for parking attendants have just been finalised.
“The regent’s regulation that governs the 40% incentive (for parking attendants) has also been signed by the Regent,” he clarified.
Nevertheless, Budi acknowledged that implementing parking digitalisation still faces challenges, particularly in changing public habits that tend to prefer cash payments.
“Our society wants something simple. Using digitalisation requires time and habit. Between the speed of cash payment and digital, cash is faster,” he explained.
However, Dishub emphasised that it will not give up in promoting this transformation. Budi stated that his side will continue to conduct socialisation and education so that the public becomes accustomed to the digital payment system.
“But we won’t give up, we will continue to push for digitalisation. Changing behaviour, getting used to digital habits, is not easy,” he asserted.
In addition, Budi urged service users to request official parking tickets from parking attendants. “We hope that service users are also disciplined in asking for parking tickets,” he said.
He also emphasised that official parking attendants are required to wear complete uniforms and provide tickets to service users in accordance with standard operating procedures (SOP).
“Official parking attendants must use vests, provide official tickets from Dishub, and collect levies according to the provisions,” he concluded.
For information, the parking tariff on public road edges (TJU) is set at Rp 2,000 for two-wheeled vehicles and Rp 4,000 for four-wheeled vehicles. Meanwhile, for special parking locations (TKP), the tariff is Rp 3,000 for two-wheeled vehicles and Rp 5,000 for four-wheeled vehicles.
