Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian opened the Musyawarah Perencanaan Pembangunan (Musrenbang) for the Regional Government Work Plan (RKPD) of North Sulawesi Province for 2027. The event was held at the Mapalus Building, Office of the Governor of North Sulawesi.

In his address, Tito urged all regional heads in North Sulawesi to seize and utilise the central government’s flagship programmes. Based on data from the Ministry of Home Affairs (Kemendagri), North Sulawesi Province is classified as a region with medium fiscal capacity, where local own-source revenue (PAD) and transfers to regions (TKD) are relatively balanced.

Therefore, he assessed that optimising central programmes is crucial because their benefits are directly felt by the community.

“Just one programme from the President, the Housing Programme, can provide numerous benefits to leaders and policymakers, both the Governor and the Regents/Mayors,” Tito stated in his remarks on Thursday (9/4/2026).

Tito also spotlighted several other programmes that local governments can utilise, ranging from food security, Free Nutritious Meals (MBG), Red and White Village/Urban Ward Cooperatives, to People’s Schools and Garuda Excellence Schools.

Additionally, there are school rehabilitation programmes, free health checks, fishing villages and national pepper gardens, as well as various other priority programmes.

Tito explained that utilising these programmes not only impacts community welfare but also serves as a form of regional creativity in increasing PAD.

He exemplified support for the three million housing construction programme. One way is by facilitating permits through the Public Service Mall (MPP). With such permitting ease, the private sector will be encouraged, thereby contributing to PAD increases through regional levies and taxes.

“The Public Service Mall is a one-stop system. All public services are there. This is a good idea for quick permitting,” he said.

The event was also attended by Minister of Housing and Human Settlements Maruarar Sirait, Head of the Central Statistics Agency (BPS) Amalia Adininggar Widyasanti, North Sulawesi Governor Yulius Selvanus, as well as members of the Regional Leadership Coordination Forum (Forkopimda) and regents/mayors throughout North Sulawesi.
