Opening Musrenbang for North Sumatra's RKPD, Interior Minister Emphasises the Importance of Thorough Planning
Interior Minister (Mendagri) Muhammad Tito Karnavian has emphasised that the quality of planning is a crucial factor in compiling the Regional Government Work Plan (RKPD).
He assessed that planning compiled meticulously can drive significant changes in regional development.
The statement was delivered when the Interior Minister provided guidance while opening the Musyawarah Perencanaan Pembangunan (Musrenbang) for the 2027 RKPD of North Sumatra Province, held at the Santika Dyandra Hotel in Medan on Wednesday (22/4/2026).
According to Tito, Musrenbang must not be viewed merely as a routine agenda (business as usual).
“Meticulous planning, mature quality, meaning detailed, determines 60 percent of a programme’s success,” said Tito, via an official statement on Thursday (23/4/2026).
The Interior Minister stated that good planning must be compiled by listening to aspirations from the bottom.
The provincial government needs to absorb proposals, desires, and hopes at the regency/city level.
In addition, the province does not stand alone but is part of the national government system.
Therefore, besides receiving bottom-up input from the regency/city level, the province must also align it with the central government’s programmes.
Tito noted that the vision and mission of regional heads reflect leadership strength.
He assessed that a leader cannot merely possess authority but must also have clear and directed ideas in the form of a development roadmap.
“Having power, authority, but that is not enough; must have followers, subordinates. But more than that is having a concept,” added Tito.
According to him, the purpose of Musrenbang is to compile concrete and measurable activity plans through deliberation to achieve agreement on priority programmes.
“I always learn everywhere, in several countries, that knowledge always emerges. The knowledge of Sun Tzu. Sun Tzu was a strategist, a Chinese strategy expert from ancient times. Know your enemy, know yourself, and you will win in a thousand battles,” he said.
This RKPD Musrenbang was also attended by Chairman of Commission VIII of the Indonesian House of Representatives Marwan Dasopang, Member of Commission VIII of the Indonesian House of Representatives Husni, North Sumatra Governor Muhammad Bobby Afif Nasution, North Sumatra Deputy Governor Surya, Chairman of the North Sumatra Provincial Legislative Council Erni Ariyanti Sitorus, regents/mayors throughout North Sumatra Province, as well as the Regional Leadership Coordination Forum (Forkopimda) of North Sumatra Province.
