OPD Heads Forced to Borrow Money to Meet Contributions to Tulungagung Regent
The Corruption Eradication Commission (KPK) has disclosed that some heads of Regional Device Organisations (OPD) in Tulungagung Regency borrowed money and used personal funds to meet demands from Tulungagung Regent Gatut Sunu Wibowo.
KPK Deputy for Enforcement and Execution Asep Guntur Rahayu stated that Gatut extorted OPD heads by using resignation letters, forcing the officials to prepare the requested money.
“We found facts that to meet the regent’s demands, some OPDs even borrowed funds up to using personal money,” said Asep at the Merah Putih Building in Jakarta on Saturday (11/4/2026).
Therefore, he said, officials in the Tulungagung Regency Government could not do anything because they were locked by those letters.
“If they refuse, it means they can be dismissed or resign on that day. So, if that letter is issued or shown to the public, it appears as if they themselves resigned as OPD heads, officials. And also as civil servants. This is no small matter,” he stated.
In addition, Asep said that the regent’s aide, Dwi Yoga Ambal, routinely collected money from OPD heads.
“YOG (Dwi Yoga Ambal) continuously, possibly almost every week two or three times, collected it,” he said.
In this case, the KPK named Tulungagung Regent Gatut Sunu Wibowo and his aide Dwi Yoga Ambal as suspects related to the extortion case in the Tulungagung Regency Government environment on Saturday (11/4/2026).
The officials were reportedly asked to sign statements of readiness to resign from their positions and as civil servants if unable to carry out assigned duties and responsibilities.
Those letters, with blank dates, are suspected to have been used as pressure tools against OPD heads to meet the regent’s demands, including when asked for money contributions.
“Those not loyal to the Regent are threatened with dismissal from positions or even resignation as civil servants,” he explained.
In practice, Gatut is also suspected of demanding certain amounts of money from 16 OPDs.
Gatut is also suspected of demanding contributions by adding or shifting budgets in several OPDs.
