Only 10 Travel Agents in Nusa Penida Hold Permits
The Klungkung Investment and One-Stop Integrated Services Agency (DPMPTSP) has disclosed that not all travel agents transporting tourists to Nusa Penida have obtained permits through the Online Single Submission (OSS) system. Based on data, only 17 travel agents in Klungkung hold complete permits. Of these, 10 are located in Nusa Penida.
Young Expert Licensing Officer at the Klungkung DPMPTSP, Ni Wayan Sirat, stated that the data covers the period from 2023 to 2026. She explained that these dozen or so travel agents are located in various sub-districts, namely Nusa Penida (10), Dawan (2), Klungkung (2), and Banjarangkan (3).
Sirat clarified that all permits for these travel agents are directly submitted and processed through the OSS system. According to her, the licensing process does not require recommendations from relevant agencies because the Indonesian Standard Industrial Classification (KBLI) for travel agencies is classified as low risk.
“This data is extracted from the OSS system. Because the KBLI risk is low, it is issued automatically,” Sirat explained to detikBali on Wednesday (13/5/2026).
Sirat further explained that applications for new business permits require recommendations from agencies or regional government organisations (OPD) if the business type has medium-high or high KBLI risks. Nevertheless, she noted that technical OPDs in the region still conduct oversight.
“(Business types) with low and low-medium risks are processed directly (through OSS). But technical OPDs in the region must still carry out evaluations and monitoring,” Sirat clarified.
Head of Transport and Facilities at the Klungkung Transportation Agency, I Wayan Putra Suijana, said his office has conducted outreach to several tourism agents operating in Nusa Penida. He mentioned that the Klungkung Transportation Agency does not have the authority to penalise unlicensed tourism agents.
“Penalties are not our domain. However, the steps we take are to conduct outreach to drivers and travel business operators,” Suijana said.
Meanwhile, Acting Head of the Klungkung Tourism Agency, I Gusti Agung Gede Putra Majajaya, stated that his office is continuing efforts to improve the quality of tourism transport management. This is particularly in relation to traffic congestion issues heading to tourist attractions in Nusa Penida.
“This remains our homework. Of course, it cannot be addressed immediately. Currently, together with relevant OPDs, we are still conducting studies to find the best transport model for tourists that does not cause congestion,” Majajaya remarked.
Previously, Klungkung Regent I Made Satria emphasised that he would crack down on the proliferation of travel businesses suspected of lacking route permits in Nusa Penida. Satria has involved the Klungkung Police Resort in regulating unlicensed travel agents.
“We have conducted studies to reduce congestion. In particular, this concerns licensing. So, almost the majority of vehicles used for tourism activities are unlicensed. We will straighten this out,” Satria stated on Monday (11/5).
