Online Transport Drivers' Association Delighted as App Commission Reduced to 8 Percent
President Prabowo Subianto has signed Presidential Regulation No. 27 of 2026 on the Protection of Online Transport Drivers. One of the main points of this policy is the limitation of app commissions to a maximum of 8 percent, allowing online motorcycle taxi drivers to receive up to 92 percent of trip earnings.
The General Chairman of the Indonesian Online Transport Drivers’ Association Garda, Raden Igun Wicaksono, views this policy as a crucial milestone in the struggle of online motorcycle taxi drivers. According to him, the 8 percent figure surpasses the initial demands of the association and driver communities. Previously, they had advocated for a maximum commission limit of 10 percent.
“This decision demonstrates the government’s response to the aspirations of drivers in the field,” said Igun in a written statement on Friday, 1 May 2026.
Presidential Regulation No. 27 of 2026 was signed on the occasion of International Workers’ Day (May Day). According to the association, this regulation represents the state’s recognition of the role of online transport drivers in the digital economy ecosystem.
Garda Indonesia, as stated by Raden, considers this policy the result of consolidation and advocacy efforts by drivers in various regions. The organisation also views it as a step towards more equitable governance between app companies and drivers.
While welcoming the regulation positively, Garda Indonesia emphasises the importance of oversight in its implementation on the ground. They call for monitoring of the regulation’s enforcement to ensure compliance by platform companies with the set commission limit.
Prabowo announced the policy during a speech at the International Workers’ Day commemoration or May Day at the National Monument area in Jakarta on Friday, 1 May 2026. “The income distribution (originally) 80 percent for drivers, now becomes at least 92 percent for drivers,” he said in front of the labour masses.
He stated that the policy had been signed through Presidential Regulation No. 27 of 2026 on the Protection of Online Transport Workers. With this regulation, online transport applicator companies can only take an 8 percent commission from drivers. Previously, applicators on average deducted up to 20 percent.
In addition, said Prabowo, Presidential Regulation No. 27 of 2026 also provides work accident guarantees. “BPJS Health and health insurance will be provided,” said the former defence minister.
