Online Gambling Operators Alarmed by New Government Regulations
The online gambling industry has suffered a major blow. The shocking decision by the Brazilian government to implement a total ban on online gambling and sports betting has triggered alarm bells for the pockets of global gambling giants.
Two major industry players, Flutter Entertainment and Entain, have both warned that the ban will erode their annual financial performance. This policy simultaneously destroys the hopes of an industry that had regarded Brazil as one of the most attractive growth markets for online gambling in the world.
This comes after Brazil had only fully legalised online gambling in January 2025. In a short period, the ‘Samba nation’ had transformed into a new goldmine for global operators before being hit by this sudden prohibition.
Strong Protests and Falling Shares
“Flutter is very disappointed with this development and is reviewing all available options, including the potential to appeal,” stated a representative for the owner of the FanDuel betting platform in an official statement, as reported by Reuters on Tuesday (29/09/2026). Similar sentiments were expressed by Entain, the parent company of Ladbrokes.
On the stock exchange, the market reaction was immediately evident. Entain’s shares listed on global exchanges dropped by 4.2%, while Flutter’s shares on the US exchange were observed to rise slightly by 1.1% during pre-market trading.
Davy analyst Paul Ruddy assessed that because Brazil was previously in the early stages of expansion and investment, the direct impact on profits remains moderate for now. However, the true blow lies in the loss of highly lucrative long-term market potential.
The emergency policy issued by the Brazilian government revokes all existing online gambling licences. For this regulation to become permanently valid, it must receive approval from the Brazilian Congress within 120 days.
Detailed Losses for Global Giants
Several companies have immediately begun calculating their risk exposure in the Brazilian market:
Entain: Originally projected that Brazil would contribute approximately 5% of their total net gaming revenue (NGR) in 2026. If the ban takes effect, Entain expects 2026 NGR growth to slow to around 4-6%, dragging core profit projections to the lower end of their previous target range of £910 million to £960 million.
Flutter: Stated that Brazil contributed approximately 1% of total revenue at the end of 2025. However, this ban is projected to slash Flutter’s revenue by up to US$70 million in 2026, accompanied by a US$20 million hit to adjusted core profits.
Allwyn AG & Playtech: The Swiss lottery group, Allwyn AG, has even chosen to completely withdraw its annual profit margin guidance due to this negative sentiment. Meanwhile, Peel Hunt analysts expect a minor impact on Playtech’s earnings next year.
