One Year of Sachrudin-Maryono: Tangerang's Development Direction Assessed as Taking Shape

The first year of any administration is typically a phase for setting policy direction and laying foundations. In Tangerang City, the first year under Mayor Sachrudin and Deputy Mayor Maryono is assessed as beginning to demonstrate a measured and phased development trajectory.

During this initial phase, development policy has not been pursued through grand gestures but rather through an approach that addresses the basic needs of the community. Development has been directed to be easily understood by the public and felt in the daily lives of residents.

Public policy analyst Riko Noviantoro from the Institute for Development of Policy and Local Partnership (IDP-LP) observed that one defining characteristic of the Sachrudin-Maryono leadership in its first year is its focus on the community’s basic needs.

“The 3G programme — Gampang Sekolah (Easy Schooling), Gampang Kerja (Easy Employment), and Gampang Sembako (Easy Basic Necessities) — is quite relevant and has attracted attention. This programme addresses the community’s basic needs, from education and access to employment through to the fulfilment of essential goods. This kind of approach makes the city government’s policy direction easier for residents to understand,” said Riko when contacted on Friday (20 February 2026).

Riko made these remarks on Thursday (19 February). He emphasised that a programme still in its early stages cannot be immediately judged on short-term results.

“The first year is typically a foundation-laying phase. What matters is the consistency of policy direction and the continuity of implementation,” he added.

This development direction, Riko continued, is also reflected in a number of Tangerang City’s macro indicators throughout 2024–2025. Among them, the city’s Human Development Index (HDI) rose from 81.53 points to 82.41 points. Life expectancy also increased from 75.50 years to 75.86 years, whilst expected years of schooling edged up from 13.90 years to 13.96 years.

“Although the changes are gradual, this trend indicates an improvement in the community’s quality of life,” said Riko.

In the economic sector, the Economic Growth Rate strengthened from 5.04 per cent to 5.20 per cent. The Open Unemployment Rate fell from 5.92 per cent to 5.88 per cent, and the poverty rate decreased from 5.43 per cent to 5.19 per cent.

According to Riko, although these figures do not yet represent a major leap, they indicate that the government’s social and economic policies are beginning to function and their benefits are being felt.

“These indicators do not change rapidly. What is most important is that the policy direction is clear and consistency is maintained. If this is sustained, the impact will be increasingly felt in the years ahead,” he said.

Riko also assessed that the first year of Sachrudin-Maryono’s leadership has not yet delivered final results.

“However, the policy direction and development foundations are beginning to take shape. If this consistency is maintained, Tangerang City in 2026 and the years that follow will, God willing, have the space to continue growing sustainably,” he said.

Within the span of one year, a number of tangible achievements have materialised, including the construction of 26 Graha Kita Bersama (GKB) community halls, the renovation of 1,000 residents’ homes, the construction of four road segments, and the provision of scholarships to 576 beneficiaries.

In addition, the city government distributed social assistance in the form of cash transfers to 2,668 recipients, bereavement payments to 805 families, and BPJS Ketenagakerjaan (Workers’ Social Security) covering death and workplace accident insurance contributions for 16,082 vulnerable workers. Equally significant were training programmes for 1,000 entrepreneurs and business capital grants of Rp20 million each to 184 beneficiaries.

Meanwhile, Mayor Sachrudin affirmed that since the start of his administration, development has been directed to be immediately felt by the community.

The year 2025 has served as a phase for strengthening foundations, from improving governance and enhancing public service quality through to physical development in residential areas.

“All development must be directly felt by the community. We do not work alone but involve all stakeholders. The aim is for development to be present in residents’ daily lives, with easier services, better-organised surroundings, and an increasingly comfortable urban environment,” said Sachrudin.

Furthermore, during the first year of leadership, the Sachrudin-Maryono administration secured 81 national and regional awards. Among them, Tangerang City’s Universal Health Coverage (UHC) achievement has remained consistently above 98 per cent, even reaching 100.71 per cent in 2025.

For this achievement, the Tangerang City Government again received the UHC Award 2026 in the Madya Category from the Coordinating Ministry for Community Empowerment.

Other recognitions include first place at the BKN Award 2025 during the 2025 National Civil Service Coordination Meeting, and third place for Best City Government in Corruption Prevention through Governance Improvement in 2025 from the Corruption Eradication Commission (KPK).

The city also received the National Climate Village Programme (Proklim) Award 2025 from the Ministry of Environment, granted for Tangerang City’s innovation through its River Water Level Monitoring System (SIPANTAU), which was placed in the Rajata Category.

These various achievements serve as tangible evidence that Tangerang City’s development direction focuses not only on physical growth but also on governance, public services, and environmental innovation.
