One Year of Leadership under Fadly Amran-Maigus Nasir: Padang City on the Right Track

Mayor Fadly Amran, alongside Deputy Mayor Maigus Nasir, has marked significant development achievements in their first year leading Padang City. Since being inaugurated by President Prabowo Subianto on 20 February 2025, their performance has shown positive trends across several regional macro indicators, particularly in improving the quality of life for residents and reducing poverty rates.

Padang City’s Human Development Index (HDI) for 2025 stands at 84.93, exceeding the target of 84.51. The poverty rate for 2025 has been reduced to 3.63 per cent from a target of 3.66 per cent. Economic growth is targeted at 4.16 per cent. The Open Unemployment Rate (OUR) is 9.70 per cent, slightly above the target of 9.60 per cent. The Gini Ratio is at 0.348, still higher than the target of 0.32.

Fadly Amran stated that these achievements result from the collective efforts of all government elements and the support of Padang’s residents. “We will continue to strengthen performance through the consistent implementation of our nine flagship programmes,” he said. As part of the development programmes, the Padang City Government has introduced nine flagship initiatives supported by 40 activations.

First, Padang Amanah focuses on strengthening clean and extortion-free governance, improving public service integrity with a 75 per cent integrity survey achievement, and optimising the management and utilisation of regional assets. Second, Padang Juara is realised through assistance for school committees and free school uniforms for underprivileged students. Its realisation covers 7,442 primary school students (92 per cent of the 8,050 target) and 7,440 junior secondary students (92 per cent of the 8,100 target). Additionally, six students have received overseas scholarships.

Third, Smart Surau through the Subuh Mubarakah activities participated in by 42,635 students (60 per cent of 71,058 primary and junior secondary students), provision of 130 free internet access points at places of worship, and construction of 12 digital learning rooms. Fourth, Sinergi Nagari to strengthen the role of customary institutions and preserve Minangkabau cultural values. This programme is implemented through the activation of Dubalang Kota, which has successfully played a role in significantly reducing brawls in Padang City, approaching zero at present.

Fifth, Padang Melayani includes free BPJS Health for 43,698 individuals, BPJS Employment for 3,000 vulnerable workers, and incentive assistance for 77 underprivileged patient families. Sixth, Padang Rancak is realised through the construction of two city parks, namely Rimbo Kaluang and Taman Aliran Kenangan. There is also maintenance of neighbourhood and housing roads spanning 1,608 metres, as well as drainage maintenance covering 553 metres.

Seventh, Padang Sigap brings 208 Dubalang Kota personnel, the Sigap Call Centre 112 service handling 382 cross-agency complaints, and community doctor services for 382 patients. Eighth, UMKM Naik Kelas through mentoring and digitalisation for 2,520 business actors, assistance for 270 business actors, and participation of 2,250 business actors in the UMKM Juara selection.

Ninth, Jelajah Padang includes the provision of 150 security personnel in the Pasar Raya and Padang Beach areas, supported by ten segway units, five task force tents, and the construction of two clean toilet units in public areas.

Fadly Amran added that these various flagship programmes are designed to directly address community needs while promoting inclusive and sustainable development. “We are not only focused on numerical achievements, but on how these programmes truly benefit the community,” he said. “Moving forward, we will continue to strengthen public services, improve human resource quality, and drive more equitable economic growth.”

Over the year of leadership under Fadly Amran-Maigus Nasir, the Padang City Government has successfully garnered 30 awards. The breakdown includes 24 national-level awards, four provincial-level awards, one international award, and one award from a national independent institution on social inclusion with a score of 3.6. “This appreciation motivates us to work even better and prove that Padang City is on the right track in development,” said Fadly Amran.
