One Year of Leadership: Ning Ita Records Positive Development Indicators

Mojokerto City Government has recorded a number of strategic achievements in the first year of the second leadership term of Mojokerto Mayor Ika Puspitasari, together with Deputy Mayor Rachman Sidharta Arisandi. Following the Panca Cita (Five Ideals) as the direction of regional development policy, various priority programmes have successfully driven improvements in development indicators across multiple sectors.

In the education sector, Mojokerto City Government has continued to implement free school programmes and scholarships for high-achieving and disadvantaged students. Additionally, character education strengthening has been carried out through the development of Adiwiyata schools. These various efforts have contributed to an increase in the Human Development Index (HDI) of Mojokerto City to 82.35, up from the previous 81.76, placing it in the high category.

In the health sector, several achievements have been secured, including through the CKG Award and the improvement of Universal Health Coverage (UHC) status from intermediate to primary category. Public health services have been further strengthened through the 24-hour operation of Kedundung Health Centre. Meanwhile, stunting prevalence has been reduced to 1.07 per cent, contributing to an increase in life expectancy to 76.31 from the previous 75.99.

In the economic sector, various community empowerment programmes have been continuously rolled out, including Mojo Shop Fiesta, mentoring and training for SME actors, facilitation of halal certification, PIRT and TKDN, competency-based vocational training, and the organisation of Mojo Entrepreneurship Camp 2025. These various programmes have contributed to a reduction in poverty to 5.05 per cent and lowered the Gini Index from 0.355 to 0.298.

Strengthening of governmental governance is also reflected in the increase of Mojokerto City’s Public Service Index to 4.67. In the field of peace and public order, Mojokerto City Government has reactivated siskamling (community security watch) activities to strengthen neighbourhood security whilst increasing community participation. Additionally, the RT Berseri (Prosperous Neighbourhood) programme has been rolled out to encourage the creation of a comfortable environment whilst strengthening the spirit of mutual assistance amongst communities.

Mayor Ika Puspitasari has emphasised that these achievements are the result of collaborative work among all elements of society.

“Development in Mojokerto City cannot be carried out by government alone. This is collaborative work between government, society, the business world, all stakeholders and residents of Mojokerto City,” she said.

According to her, the increase in HDI is an important indicator of the success of human resource development in Mojokerto City.

“The continuously rising HDI shows that our investment in education and health is on the right track. This becomes the main foundation for producing superior generations,” she said.

Regarding economic growth, the reduction in poverty rates and the Gini Index, Ning Ita describes this as evidence that inclusive economic policy is beginning to bear fruit.

“We want to ensure that economic growth is not only enjoyed by some groups, but is felt evenly by the entire community. The increase in economic growth, although very small at 0.02 from 5.32 to 5.34, is significant. The reduction in the Gini Index is a positive signal that inequality is narrowing,” she explained.

In the field of public service, she emphasised the importance of adaptive and responsive bureaucratic reform to meet community needs.

“Public service must be fast, transparent, and responsive. The increase in the Public Service Index motivates us to continue innovating,” added Mojokerto City’s first female mayor.

Ning Ita also reaffirmed her commitment to maintaining social stability and neighbourhood security.

“Security is the foundation of development. By reviving siskamling, we strengthen the spirit of mutual assistance whilst creating a conducive environment,” she added.

She ensured that in the years to come, development in Mojokerto City will continue to focus on improving people’s welfare.

“We will continue to work with sincerity, ensuring that every policy brings real benefits to the residents of Mojokerto City. Panca Cita is not merely a vision, but a commitment that we implement consistently,” she concluded.
