Licensing is one of the most visible faces of the relationship between the state and society. Behind the forms, requirements, and approval processes lies the hope that public services will run simply, with certainty, transparency, and without becoming a burden for those who wish to do business.

Technological change has brought licensing into a different space. Computer screens and smartphones are gradually replacing desks, folders, signatures, and queues.

However, digitalisation is not enough merely to allow permits to be submitted online. The real challenge is ensuring that technology delivers certainty, fairness, transparency, and tangible economic benefits.

Amid these changes, the city of Surabaya in East Java has become one of the regions worth observing. The Surabaya city government is developing digital services, system integration, artificial intelligence, and assistance for business actors to build a simpler licensing service.

For business actors, one word is often more important than merely being fast: certainty. Certainty about the documents that must be prepared, the completion time, the fees charged, and the party responsible when an application stalls.

For this reason, Surabaya’s licensing innovation does not stop at moving service counters into the digital space. The city government is building an ecosystem that connects the Surabaya Single Window, Online Single Submission, consultation services, artificial intelligence, an Investment Clinic, and licensing process monitoring.

The Surabaya Single Window allows applicants to submit permits online, store requirements in a data bank, and track the progress of their files. This approach can reduce repeated document uploads and shorten interactions that previously required in-person visits.

The scale of the service is also considerable. The Surabaya Public Service Mall handles around 1,428 types of permits, with most services integrated through SSW Alpha and OSS. The city government also provides Takon Sobat via WhatsApp and Si Pintar, an artificial intelligence-based service, to provide licensing information 24 hours a day.

The business world does not always need grand service buildings. What is more needed is a simple process, clear information, quick responses, and predictable rules. It is at this point that technology has value when it genuinely reduces uncertainty.

Surabaya has also developed an Investment Calculator, launched in January 2026. The web-based application helps prospective business actors estimate investment needs and initial capital. This means technology is being used even before a permit is submitted, namely when someone is considering the feasibility of a business.

These changes show a shift in the role of government. The government is no longer enough merely as a permit issuer, but also needs to become a facilitator so that business ideas can develop into legal, productive economic activities that benefit society.
