On Whoosh Debt Restructuring Scheme, Danantara Boss: The Solution is Already in Place!

Chief Executive Officer (CEO) of Danantara Indonesia, Rosan Roeslani, explained that the debt restructuring scheme for the Jakarta-Bandung High-Speed Rail project, or Whoosh, is currently in the fine-tuning stage.

However, he declined to elaborate on whether the payment scheme would ultimately utilise the state budget (APBN). Rosan only emphasised that the matter would be directly announced by the Coordinating Minister for Infrastructure and Regional Development (IPK), Agus Harimurti Yudhoyono (AHY).

“The scheme is currently being fine-tuned, and it will be announced directly by Mr Coordinating Minister (AHY),” Rosan said at the Ministry of Investment and Downstreaming/BKPM office in Jakarta on Thursday, 23 April 2026.

He stated that discussions regarding efforts to resolve the Whoosh debt have also been held with the Chinese government. This had previously been internally discussed at the government level, involving Danantara Indonesia, the Coordinating Ministry for IPK, and the Ministry of Finance.

“The solution is already in place; we sounded it out yesterday, and it will be followed up by the team to discuss with the Chinese side,” he said.

It is known that previously, Finance Minister Purbaya Yudhi Sadewa assured that news regarding the restructuring of the Jakarta-Bandung High-Speed Rail project debt, alias Whoosh, would soon be announced by the government, as the discussions are now complete.

He even acknowledged that this had been conveyed to the Chinese Finance Minister during a meeting some time ago.

“(The Whoosh debt restructuring) is settled; it just needs to be announced. I also told the Chinese Finance Minister that it has been decided, just waiting for the announcement,” Purbaya said in the Sudirman area, South Jakarta, on Wednesday, 22 April 2026.

He acknowledged that the news of the completion of discussions on the Whoosh debt restructuring would soon be reported to the Chinese government to maintain the good bilateral relations that have been established so far with the Bamboo Curtain country.

“Because this concerns the long-term relationship between Indonesia and China,” Purbaya said.

However, when asked for more details on the Whoosh debt restructuring, Purbaya admitted he could not provide further information yet.
