As a low-ranking civil servant, I would like to propose to the
fifth president of the Republic of Indonesia that she should
establish her cabinet in the spirit of reform and regional
autonomy. She should refrain from both disbanding government
agencies/ministries and setting up new agencies/ministries as
either way it is the performance of the civil servants that will
be harmed.
I had this experience when the ministry of tourism, arts and
culture was disbanded and replaced by the office of the state
minister of tourism and the arts, which was later changed into
the ministry of culture and tourism.
Allow me, also, to call on the lawmakers in the People's
Consultative Assembly and the House of Representatives to draft a
bill on the establishment of a cabinet in the spirit of reform
and regional autonomy so that every time there is a new
president, there are clear references for the establishment of a
cabinet.
Ministers and government officials may come and go but not the
institutions.
