On Limiting Party Leaders to Two Terms, Bahlil: A New Leader Emerges at Every National Congress, It's Normal in Golkar
Jakarta - Golkar Party Chairman Bahlil Lahadalia stated that in Golkar, there is no need to wait for two terms for a leadership change.
This is because every National Congress (Munas) of Golkar always elects a new chairman.
Bahlil conveyed this in response to the Corruption Eradication Commission (KPK), which proposed limiting the tenure of political party chairmen to just two terms.
“I think each party has its own different methods. Even in Golkar, it’s not two terms; every Munas produces a new chairman. So it’s normal in Golkar,” Bahlil said when met at GBK, Jakarta, on Friday night (24/4/2026).
“If it’s set at two, it might not even reach two in Golkar, perhaps just one term. Right? One, isn’t it? Two would be lucky. But if there’s achievement, it might be more than that, only God knows,” he explained.
“So for us in Golkar, our democracy isn’t like the half-hearted kind elsewhere. We’re open, you know,” Bahlil added.
“The party constitution is made by each party at the Munas or Congress. That’s the highest decision-making forum. So don’t make it uniform. I think that’s it. But any aspirations are fine, no problem,” Bahlil further remarked.
The KPK has proposed limiting the tenure of political party chairmen to a maximum of two management terms.
This proposal was presented by the KPK’s Monitoring Directorate in its study on political party governance, which found that there is no integrated standard for cadre development systems.
“To ensure cadre development proceeds, leadership limits for party chairmen should be regulated at a maximum of two terms,” stated the KPK’s Monitoring Directorate on Wednesday (22/4/2026).
“It encourages political parties to implement Constitutional Court Decision Number 60/PUU-XXII/2024 on the minimum threshold for regional elections through candidate recruitment for regional heads based on cadre development,” it added.
The KPK also proposed several additions to the revision of Article 29 of Law Number 2 of 2011 on Political Parties, specifically regarding political party membership in Article 29 paragraph (1) letter a, to include that party members consist of youth, intermediate, and senior members.
