On Indonesia's 81st Independence Day, ATR/BPN launches three land service transformations
Jakarta (ANTARA) - The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) has launched three land service transformations on the 81st Anniversary of the Independence of the Republic of Indonesia to improve time certainty, transparency and ease of public service.
“Modern public services must have certainty and transparency, be trackable, and allow people to check how far the process has progressed. That is why we need service transformation,” said Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Nusron Wahid during the launch of the Service and Organisational Transformation of the Ministry of ATR/BPN in Jakarta on Monday.
The three transformations comprise the Scheduled Measurement service, Integrated Transfer of Rights, and the implementation of a Region-Based Organisation work system, which were officially launched at the Land Office (Kantah) of West Jakarta Administrative City.
The three transformations represent the Ministry of ATR/BPN’s commitment to providing more excellent, transparent land services that offer time certainty and greater fairness for the public.
He stressed that the momentum of Indonesia’s 81st Independence Day marks the beginning of the implementation of various service transformations to make land affairs easier for the Indonesian people.
The first transformation is Scheduled Measurement, which provides time certainty for members of the public applying for land registration for the first time. From 17 August 2026, the Scheduled Measurement service has been implemented at 466 Land Offices across Indonesia.
Through Scheduled Measurement, applicants can determine or know when their land parcel can be measured, with a maximum waiting period of seven days. As a result, the public no longer has to wait without certainty regarding the timing of their land measurement.
After the measurement process is carried out, the measurement data will be processed with a target completion time of five days until it becomes a Land Parcel Map (PBT). With a maximum waiting period of seven days and a five-day completion period, the entire process is targeted to be completed within a maximum of 12 days.
The implementation of Scheduled Measurement uses the first in, first out (FIFO) principle, so that applications submitted earlier will be processed first.
This mechanism is part of the Ministry of ATR/BPN’s efforts to provide time certainty, transparency and more predictable services for the public.
The next land service transformation is Integrated Transfer of Rights, or title transfer, with a maximum completion target of 10 days. The service has begun to be implemented through pilot projects at 17 Land Offices.
The Integrated Transfer of Rights scheme comprises three stages. First, verification of the Land and Building Title Transfer Fee (BPHTB) by the regional government (Pemda) for three days using a positive fiction approach.
This means that if the BPHTB is not verified by the regional government within three days, the application is deemed approved. Second, the preparation of the Sale and Purchase Deed (AJB) at the Land Deed Official (PPAT) within two days. Third, the applicant’s file will be processed at the Land Office within a maximum of five days.
The 17 Land Offices serving as pilot locations for the Integrated Transfer of Rights service are the Land Offices of West Jakarta, North Jakarta, South Jakarta and Central Jakarta Administrative Cities; the Land Offices of South Tangerang City and Depok City;
the Land Offices of Surabaya City I, Malang Regency, Semarang City and Semarang Regency; the Land Offices of Batam City, Pontianak City, Samarinda City and Makassar City; as well as the Land Offices of Badung Regency, Buleleng Regency and Kupang City.
The implementation of Integrated Transfer of Rights will subsequently be expanded with an additional 24 Land Offices on 24 September 2026. The service also applies the first in, first out principle, as implemented in the Scheduled Measurement service, so that applications submitted earlier will be processed first.
The third transformation carried out by the Ministry of ATR/BPN is the Region-Based Organisation transformation, namely through the implementation of a new organisational structure and governance (SOTK) that will commence at 10 Land Offices.
The main change in the SOTK is the arrangement of Section Head (Kasi) positions in the regions using a territorial approach. With this approach, Section Heads are no longer based on thematic fields or affairs, but will handle areas based on sub-districts or urban villages.
This arrangement is implemented so that land services can be closer to and oriented towards the needs of the community.
The organisational arrangement not only changes the structure within the Ministry of ATR/BPN, but is also directed at ensuring that land services can respond to community issues and needs more precisely according to the characteristics of each region.
The 10 Land Offices serving as locations for the implementation of the new SOTK include the Land Offices of Medan City, Denpasar City, Sidoarjo Regency, Tangerang City, Balikpapan City, Sragen Regency, Gresik Regency, Demak Regency, Tabanan Regency and Bandung Regency.
“This service transformation is an independence gift, which is expected to be felt directly by the public,” he said.
