I and perhaps some other parents need clarification about a
news story titled "State-owned University conducts an illegal
program" published in Media Indonesia on Sept. 25 and a response
from a professor of Padjajaran University, also published in the
same newspaper on Sept. 28.
I deem it necessary to ask Director General of Higher
Education Satriyo S. Brojonegoro the following questions:
1. The director general of higher education asserted that: "There
are still some universities that run affiliate courses (external
to their campuses) although they have been reprimanded by the
government. There aren't any affiliate courses across the world."
What is an affiliate course?
2. What is the difference between an affiliate course and a
distance learning program?
3. It was mentioned in the news story that a distance learning
program, an affiliate course, are regulated in government
Regulation No. 60/1999 and Ministerial Decree No. 107/U/2001. How
about an affiliate course program? Are there any stipulations
regulating the program?
4. What about the Bandung-based Padjajaran University that also
runs a face-to-face teaching and learning program in Jakarta with
the examination at the end of the program being conducted in
Bandung? Which program does this belong to? A distance learning
program or an affiliate course? Is such a program that is
conducted by the Padjajaran University permitted or not as there
are many more state and private-owned universities carrying out
such a program, even outside Java?
5. Are the diplomas awarded to students joining the program
referred to in point 4 recognized by the government?
Also, I propose that the directorate general actively inform
the public in the print and electronic media that they should
refrain from joining an educational program that does not comply
with the prevailing stipulations.
