Jakarta – The government has set two stages in the business process for exporting coal, palm oil and ferro alloy through a Special Export State-Owned Enterprise (BUMN Khusus Ekspor). The first stage will run from 1 June to 31 August 2026, followed by the second stage or finalisation of export activities on 1 September 2026. This was disclosed in a briefing paper from the Ministry of Trade (Kemendag) at a limited meeting of economic ministers on 21 May 2026.

Here is the coal export flow through the Special Export State-Owned Enterprise:

Stage I, 1 June – 31 August 2026:

  • Exporters with an IUP Pertambangan (Mining Business Permit) -> INSW Simbara system -> Issuance LS via Simbara -> Export State-Owned Enterprise -> Customs documents (1. ET Terdaftar, 2. Laporan Surveyor)

Stage II, 1 September 2026:

  • Export State-Owned Enterprise -> INSW Simbara system -> Registered Exporter (ET) (Verifikasi Inatrade-diterbitkan by the Director General on behalf of the Minister) -> Export Permits issued and sent to the Export State-Owned Enterprise via INSW -> Clearance; the Special Export State-Owned Enterprise conducts the export.

Key provisions of the Permendag reforms:

  1. Addition of definitions for the Export State-Owned Enterprise and for strategic natural resource commodities.

  2. Coal exports may only be conducted by the Export State-Owned Enterprise from 1 June 2026.

  3. Transitional provisions for exports via the Export State-Owned Enterprise from 1 June 2026 to 31 August 2026.

  4. Transitional provisions for 1 June–31 August 2026:

  1. A business licence in the form of a Registered Exporter issued to the business remains valid until 31 August 2026;

  2. From 1 June there will be no applications or renewals for Coal Registered Exporters;

  3. Exports are conducted through the Export State-Owned Enterprise.

  • Use the existing Registered Exporters owned by the business; - Exporter registered in the name of PT Danantara Sumber Daya Indonesia; and - On the PEB (customs form), the business is listed as the owner of the goods, with the Export State-Owned Enterprise as the exporter.
  1. During the transition period, the Export State-Owned Enterprise should prepare the administrative export-document readiness to implement on 1 September 2026.
  1. Provisions effective from 1 September 2026:
  1. Exports by the Export State-Owned Enterprise;

  2. Must have a Registered Exporter and a Laporan Surveyor; and

  3. Requirements for Registered Exporter (NIB, business licence, proof of registration with ESDM, and a declaration).

  1. Repeal the coal export provisions in Permendag Number 23 of 2023 on Policy and Regulation of Exports of natural resources, as amended by Permendag Number 12 of 2026.

Trade Minister comments

Trade Minister Budi Santoso said he has prepared technical rules for the operation of exports by the Special Export State-Owned Enterprise, namely PT Danantara Sumber Daya Indonesia (PT DSI). The technical rules will take the form of a Ministerial Regulation (Permendag) derived from Government Regulation (PP) on the Governance of exports of natural resource commodities.

“Yes, there will automatically be a new permendag,” Budi said after the limited coordination meeting at the Office of the Coordinating Ministry for Economic Affairs in Jakarta on Thursday (21 May 2026). The minister affirmed that the regulation will be completed today, or at worst tomorrow. “Because the technical operational rules for PT DSI must be resolved immediately.” He added: “Today it should be completed, if not today then tomorrow, but the technicalities must be settled today.”
