Ombudsman Warns of Maladministration in Central Java After Four Regents Caught in KPK Cases

The Indonesian Ombudsman has raised concerns over the state of public service delivery in Central Java, noting that the recent corruption cases involving four regional heads indicate ongoing maladministration. Ombudsman member Nuzran Joher stated that the series of legal issues involving the regents serves as a significant warning for the province. “This is a particular concern. There have already been four regional heads involved in legal problems,” he said after a meeting in Semarang on Tuesday (28/7/2026).

In August, the Ombudsman will deploy teams to assess the quality of public services across all levels of government, from central ministries down to the smallest regional units. The assessment will focus on detecting early signs of maladministration, which the agency identifies as the upstream source of corruption. “We want to remind fellow regional heads and service delivery units to avoid the legal problems that have occurred in Central Java. We do not want this to happen again,” Nuzran explained. He emphasised that while corruption is the downstream consequence, maladministration is the root cause, and the Ombudsman will be highlighting 12 forms of maladministration to public service providers.
