The Indonesian Ombudsman (ORI) has officially commenced the implementation of the ORI 2026 Opinion: Assessment of Public Service Maladministration through an entry meeting held in Jakarta on Tuesday. Deputy Chairman of ORI, Rahmadi Indra Tektona, stated that the Ombudsman aims to broadly convey the objectives, scope, methodology, and expansion stages of the 2026 assessment. “Collaboration and information transparency are key so that the assessment process not only meets compliance aspects but also has a real impact on improving services for the community as a whole,” Rahmadi said. He revealed that the 2026 assessment marks a significant milestone in strengthening public service oversight as it will, for the first time, include State-Owned Enterprises (BUMN), State Legal Entities (BHMN), and State Universities with Legal Entity status (PTN-BH). In line with this, Chairman of Commission II of the Indonesian House of Representatives (DPR RI), Rifqinizamy Karsayuda, highlighted the Ombudsman’s role as an institution that supervises and encourages innovation in public services in Indonesia. He noted that the persistence of maladministration indicates a lack of competence and professionalism among the state civil apparatus (ASN) as well as weak internal oversight. “The role of the Ombudsman RI as an external supervisor is crucial to eradicating maladministration, preventing corruption, collusion, and nepotism (KKN), and promoting inclusive and equitable services,” Rifqi stated. In 2026, the ORI assessment will be conducted on 581 public service providers, consisting of 40 ministries, 45 agencies, 21 BUMN/BHMN/PTN-BH, 38 provincial governments, 356 regency governments, and 81 city governments. The expansion of the assessment scope to include BUMN/BHMN/PTN-BH is expected to provide a more comprehensive picture of the quality of public service delivery in Indonesia. The assessment uses a thorough approach by measuring the quality of public services and the level of compliance of providers with Ombudsman RI oversight products, based on Ombudsman Regulation Number 61 of 2025 concerning the Assessment of Maladministration in Public Service Delivery.
