Ombudsman RI highlights concerns over dual positions

Jakarta (ANTARA) - The Ombudsman RI has highlighted the issue of dual positions within the cabinet, which it considers deserving of attention in order to promote clean and better governance.

Ombudsman RI member Partono made the remarks when receiving an audience from a civil society coalition, which presented a study on the practice of dual positions at cabinet level in Jakarta on Thursday (10/9).

“We have received an audience with civil society, and they presented the findings of their study into dual positions occurring at cabinet level,” said Partono, as quoted from a statement confirmed in Jakarta on Tuesday.

The civil society coalition, comprising Transparency International Indonesia, the Center of Economic and Law Studies (Celios), and Themis Indonesia, submitted a report alleging maladministration relating to the practice of holding dual positions as commissioners of state-owned enterprises (BUMN).

Partono said the issue examined by the coalition had previously been studied by the Ombudsman in 2019, and the results had been conveyed to the relevant parties as well as to the President.

However, according to him, the Constitutional Court’s ruling in 2025 affirming the prohibition of dual positions for deputy ministers served as momentum for the Ombudsman to once again push the government to implement the ruling.

“The Constitutional Court’s ruling is certainly a springboard for us to remind the government once again to commit to what the Court has decided,” he said.

He said the Court gave the government a two-year transition period to withdraw deputy ministers from positions at BUMN after the ruling was issued.

Meanwhile, Ombudsman RI member Syafrida Rasahan welcomed the meeting. She said the study presented by the civil society coalition could serve as material for the Ombudsman to update its previous research.

Syafrida also opened the opportunity for the civil society coalition to submit an official report to the Ombudsman RI.

“Basically, we are open and receptive to reports from our friends,” said Syafrida.

“There is a transition period, and during this time there should be no dual positions at BUMN so that our state enterprises are healthy and their budgets are also healthy. The hope is that this can be followed up by the Ombudsman going forward,” said Bagus.
