Ombudsman: Flyover Construction the Most Ideal Option to Prevent Train Accidents

The Ombudsman of the Republic of Indonesia (ORI) considers the construction of non-level crossings, such as flyovers or underpasses, to be the most ideal option for preventing train accidents. Ombudsman member Robert Na Endi Jaweng stated that roads should no longer cross directly over railway lines; they must be built either below or above. He noted that many of the current level crossings in Indonesia are unofficial. Robert revealed that out of 3,700 level crossings in Indonesia, 50 per cent are unofficial and lack both barriers and guards. He added that even official level crossings are not necessarily safe. Nevertheless, he did not deny that the option of building non-level crossings is highly complex, both technically and financially. To avoid future train accidents, he believes one of the most realistic approaches is to formalise unofficial level crossings. He therefore supports PT Kereta Api Indonesia (KAI), which has allocated Rp190 billion to build guard posts at level crossings across Indonesia in response to a train accident in East Bekasi. In addition to constructing physical guard posts, the funds will also be used to provide barriers and crossing keepers. KAI is currently recruiting personnel to staff the level crossing posts, with 12,000 applicants being screened. Robert stated that level crossings are acceptable provided they have official barriers, are officially guarded, and have strengthened information technology systems. He also reminded that preventing train accidents is not solely the responsibility of KAI, but also of the Ministry of Transportation and local governments.
