Ombudsman and Health Ministry Strengthen Governance of Pratama Hospitals
Jakarta (ANTARA) - The Ombudsman of the Republic of Indonesia, together with the Ministry of Health, is strengthening the governance and services of Pratama hospitals as a follow-up to improvement recommendations aimed at raising the quality of healthcare services.
Ombudsman member Nuzran Joher said the step follows on from the Ombudsman’s Recommendation for Improvement concerning the optimisation of healthcare services at Pratama hospitals, issued in 2025.
“This step is a follow-up to the Ombudsman’s Recommendation for Improvement concerning the Optimisation of Healthcare Services at Pratama Hospitals, which was conveyed in 2025,” he said when contacted in Jakarta on Thursday.
According to Nuzran, the Ombudsman’s findings mapped out various fundamental challenges, both at Pratama hospitals already operating and those still at the licensing preparation stage.
The Ombudsman issued five improvement recommendations, covering the harmonisation of financing policies, adjustments to accreditation standards, the drafting of technical guidelines for primary care services, and the fulfilment and mapping of health human resources (SDMK).
“The Ombudsman of the Republic of Indonesia also expresses its high appreciation for the commitment and transparency of the Ministry of Health in implementing these improvement recommendations,” he said.
At a meeting with the Ministry of Health in Jakarta on Wednesday (1/7), Nuzran said that synergy between institutions and support from regional governments were key factors in improving the governance of Pratama hospitals.
In response to the recommendations, Rudi Supriatna Nata Saputra, Secretary of the Inspectorate General of the Ministry of Health, said the ministry had taken several steps, including issuing Minister of Health Regulation Number 6 of 2026 governing the transition period for Type D Pratama hospitals, and targeting the upgrade of twelve Type D Pratama hospitals to Type C status.
In addition, the ministry continues to evaluate capitation and non-capitation financing schemes under Minister of Health Regulation Number 3 of 2023 to ensure the operational sustainability of healthcare facilities.
The two institutions will also sign a tripartite memorandum of understanding together with the Ministry of Home Affairs to strengthen oversight and encourage regional governments’ commitment to governance, regional budget (APBD) financing, and the acceleration of licensing for Pratama hospitals.
